FASTag — Electronic Toll Collection
What is FASTag?
FASTag is India’s electronic toll collection system that uses Radio Frequency Identification (RFID) technology to enable automatic, non-stop toll payments on national and state highways. Launched on 4 November 2014 by the National Highways Authority of India (NHAI), it is implemented through the Indian Highways Management Company Limited (IHMCL) and powered by the National Electronic Toll Collection (NETC) program developed by the National Payments Corporation of India (NPCI).12
The FASTag is a passive RFID sticker affixed to a vehicle’s windscreen, linked to a prepaid wallet or the owner’s bank savings account. When a vehicle passes through a toll plaza, the RFID reader detects the tag and the toll amount is deducted automatically — eliminating the need to stop, roll down windows, or carry cash.
As of 2025, FASTag has achieved ~97% penetration among four-wheeled vehicles and trucks in India, processing over 98% of all toll payments digitally.34
How FASTag Works
Transaction Flow
- RFID Detection: As the vehicle approaches the toll plaza, an overhead RFID reader scans the FASTag sticker on the windscreen.
- Tag Identification: The unique Tag ID is read and sent to the NETC system operated by NPCI.
- Bank Routing: NETC routes the transaction to the acquiring bank (FASTag issuer) linked to the tag.
- Account Debit: The toll amount is debited from the linked prepaid wallet or savings account.
- Confirmation: The toll barrier opens, and the driver receives an SMS/notification confirming the deduction. Processing typically completes within 2 minutes.5

Account Types
- Prepaid Wallet: Tag linked to a prepaid account; requires periodic recharge (minimum ₹100).
- Savings/Current Account: Tag linked directly to the user’s bank account via NPCI’s NETC.
- FASTag Annual Pass: Launched 15 August 2025 — one-time payment of ₹3,000 allows 200 toll crossings or one year, whichever comes first. Available for private vehicles at 1,150+ toll plazas.6
FASTag Beyond Tolls
The FASTag ecosystem has expanded beyond highway toll collection:
- Fuel Purchases: MoUs with IOC, BPCL, and HPCL enable FASTag payments at petrol pumps (January 2019).1

Two-wheelers, three-wheelers, tractors, and animal-drawn vehicles are exempt from tolls as per the National Highway Fee Rules, 2008.12

Concerns
1. Mandatory Adoption Without Alternative
FASTag was made mandatory with no cash alternative from 15 February 2021. Non-FASTag vehicles are charged double the toll. For citizens who rarely use highways or prefer cash, this effectively forces digital payment adoption as a condition of using public infrastructure — a pattern seen across India’s DPI rollout (Aadhaar, UPI mandates).
2. Privacy and Surveillance
This is the most significant citizen rights concern with FASTag:
- Movement tracking: Every toll crossing is recorded, creating a database of vehicle movements across the country. With 900+ toll plazas, this constitutes a comprehensive travel surveillance system.
- CCTV photography at toll booths: Union Minister Nitin Gadkari stated that cameras at toll booths photograph passengers inside vehicles, and this data is shared with the Home Ministry for security purposes.14 This was disclosed casually, without public consultation or privacy impact assessment.
- GPS/GNSS tolling proposal: The government has proposed replacing FASTag with a GPS-based toll collection system using India’s IRNSS (NavIC) satellite navigation, with tamper-proof On-Board Units (OBUs) that “cannot be removed.” Pilot studies have been conducted on the Bengaluru-Mysore (NH-275) and Panipat-Hisar (NH-709) corridors.1516
- ANPR cameras: Automatic Number Plate Recognition cameras are being deployed alongside FASTag for “barrier-free tolling,” potentially photographing and logging every vehicle on national highways.17
- No data retention policy publicly disclosed: There is no clear information on how long movement data is stored, who has access, or whether data is anonymised after toll deduction.
3. DPDPA Applicability
The Digital Personal Data Protection Act, 2023 (DPDPA) applies to FASTag as it involves processing personal data (vehicle registration, bank account details, travel patterns). However:
- NHAI/IHMCL have not publicly disclosed their data protection policies under DPDPA.
- The Data Protection Board (DPB) under DPDPA is not yet fully operational (as of mid-2026).
- The linkage between toll data and Home Ministry surveillance raises questions about lawful processing purposes and consent.
4. Double Charging and Technical Failures
Citizens frequently report:
- Double deductions at toll plazas due to reader issues.
- Failed reads causing vehicles to be charged double toll.
- Blacklisting of FASTags due to insufficient balance, with no grace period.
- Delayed refunds: Dispute resolution can take 7-30 days through the issuing bank.

- Clear data retention limits: Define how long movement records are stored and when they are purged.
- Transparency on Home Ministry data sharing: Disclose the legal basis for sharing CCTV images with law enforcement and the safeguards applied.
- Independent oversight: The proposed Data Protection Board should audit FASTag data handling practices.
- Consent mechanism: Citizens should have the ability to opt out of non-toll data collection (photography, movement analytics).
- GPS/ANPR privacy framework: Before deploying barrier-free tolling with ANPR or GNSS, a comprehensive privacy framework must be established with parliamentary oversight.

The government is actively pursuing a transition from FASTag’s RFID-based entry-exit model to distance-based tolling:
