L2: Payments & Financial Rails

UPI Transaction volumes remain robust: NPCI data shows UPI processed ₹27.28 lakh crore in October 2025 with 20.7 billion transactions. Currently, more than 20 billion transactions are processed monthly, with growth slowing to 25% in FY26 from 42% previously. International UPI transactions nearly doubled to approximately 1.48 million in FY26, up from 0.75 million. ¹

RuPay Credit Card UPI expansion: 23 banks now allow linking RuPay credit cards to UPI — up from just a handful in 2023. When NPCI first enabled RuPay credit cards on UPI in mid-2022, only a few public sector banks supported it. ²

UPI/RuPay subsidy update: The digital payments industry has received around ₹8,000 crore in subsidy payments over the last four years for UPI transactions and RuPay debit card payments, against a higher allocation. The government removed MDR on these payments, and the fintech industry is yet to receive FY26 payouts. ³

DigiLocker integration updates: DigiLocker continues to integrate with UMANG and API Setu for unified digital identity and document verification. The platform maintains cybersecurity compliance while enabling seamless verification across government services. ⁴

L4: Commerce & Logistics

ONDC network growth: Brands like Happilo have scaled 5X in a quarter through the ONDC network, reaching new customers across multiple apps and scaling across 20+ cities. Bharat Taxi, a cooperative-based mobility platform, was launched integrated with ONDC, offering tech-enabled, inclusive mobility solutions for drivers and passengers. ⁵

GeM procurement steady: The Government e-Marketplace (GeM) recorded 65,15,796 orders during April 2025–February 2026, compared to 62,19,898 orders during April 2024–February 2025, reflecting a 4.76% increase in total orders. Virtual sessions from 17–27 March 2026 are being conducted to help sellers update product listings and activate their GeM profiles. ⁶

L5: Sectoral Infrastructure

ABHA card generation milestone: The Ayushman Bharat Digital Mission (ABDM) has achieved a significant milestone, with over 8.79 crore new ABHA cards created in the 2025-26 financial year alone. The 14-digit ABHA ID serves as a health passport, allowing users to link medical records across hospitals and insurers. The National Health Claims Exchange (NHCX) uses ABHA ID to verify patient identity and medical history instantly. ⁷

CPGRAMS grievance resolution: The Central Public Grievance Redress and Monitoring System (CPGRAMS) continues to process citizen grievances effectively. On March 24, 2026, a total of 11,955 grievances were resolved across Central Ministries/Departments and States/UTs. March 25 saw 12,313 resolutions, while March 26 recorded 4,796 resolutions. ⁸

DPDP Act compliance intensifies: India’s Digital Personal Data Protection (DPDP) Act is moving from theoretical framework to practical implementation. A parliamentary panel has recommended mandatory KYC verification for social media, dating, and online gaming platform users to enhance cybersecurity. Organizations are increasingly focusing on consent management and data fiduciary obligations under the DPDP Act. ⁹
