India’s digital payments infrastructure continues its remarkable growth trajectory with UPI recording its highest-ever monthly performance in March 2026. The National Payments Corporation of India (NPCI) has implemented significant regulatory updates effective April 1, 2026, including elevated transaction limits for specific categories, enhanced fraud prevention mechanisms, and strengthened two-factor authentication requirements. Meanwhile, India’s payment ecosystem is expanding internationally through strategic partnerships, with UPI now live in over eight countries.

Key Developments

1. UPI Hits Record 22.64 Billion Transactions in March 2026

India’s Unified Payments Interface achieved unprecedented growth in March 2026, marking its strongest performance since launch in 2016. Transaction volume reached 22.64 billion, representing an 11% month-over-month increase from February’s 20.39 billion, while value surged 10% to ₹29.52 trillion (approximately ₹29.53 lakh crore).12

The year-on-year growth remains robust at 24% in volume and 19% in value. Daily transactions averaged approximately 730 million in March, with average daily value crossing ₹95,000 crore. For the full fiscal year FY26, UPI processed 241.6 billion transactions valued at ₹314.23 trillion, representing 30% and 21% growth respectively.1

Market Distribution: PhonePe maintains its lead with approximately 45.5% of UPI transaction volume, followed by Google Pay at around 33%, and Paytm at 7-8%.2 NPCI extended the market share cap restricting any single third-party UPI app to 30% of total volume through December 31, 2026, to promote competition and reduce concentration risk.3

2. NPCI Implements Major Rule Changes Effective April 1, 2026

NPCI introduced several significant regulatory updates as part of its ongoing efforts to enhance security and user convenience:45

Higher Transaction Limits: The transaction limit for specific categories increased to ₹5 lakh per transaction, applicable for tax payments (income tax, GST, property tax), hospital and medical payments, educational fees, and insurance premiums. The general UPI limit remains at ₹1 lakh per transaction, while IPO applications continue to have a ₹5 lakh limit.4

Inactive UPI ID Deactivation: UPI IDs that remain unused for one year will now be automatically deactivated. This measure aims to reduce fraud risks associated with dormant IDs. Bank accounts remain active, and reactivation requires mobile number verification and re-registration on a UPI app.4

UPI Lite Enhancement: The UPI Lite limit increased to ₹1,000 per transaction, with wallet balance allowed up to ₹2,000. Users can make offline payments for small everyday purchases without requiring a PIN, significantly improving transaction speed for retail use cases.4

Real-Time Fraud Alerts: A new fraud prevention system now warns users if they attempt payments to suspicious or previously reported fraudulent UPI IDs. Transactions can still proceed after the warning, adding a friction layer for user awareness.4

3. Two-Factor Authentication Strengthening

From April 1, 2026, all domestic digital payments including UPI must use two authentication factors from different categories, with at least one being dynamic. Notably, SMS OTP alone is no longer sufficient as a standalone authentication method. Banks and payment apps are required to implement biometrics, secure in-app approvals, and risk-based checks for high-value payments.3

This regulatory change aims to curb fraud tied to static credentials and enhance safety for UPI transactions. The requirement represents a significant shift from single-factor authentication and aligns with global best practices in payment security.

4. India’s UPI Expands to Central Asia

PayU, India’s leading diversified fintech platform, announced a strategic partnership with 8B, a Central Asian fintech infrastructure company, to bring UPI and other Indian payment methods to Kazakhstan, Uzbekistan, Kyrgyzstan, and the broader region.6

Through this integration, merchants across Central Asia connected to 8B’s platform can accept UPI payments directly from Indian tourists using the same apps and websites they use domestically—for ordering street food to flight bookings. This partnership eliminates payment-related friction for Indian travelers while opening new growth corridors for merchants in the region.6

5. International UPI Footprint Grows

UPI is now live in over eight countries, including UAE, Singapore, Bhutan, Nepal, Sri Lanka, France, Mauritius, and Qatar.2 This international expansion supports cross-border payments and enhances India’s fintech leadership globally. A recent update requires live scanning of QR codes for international UPI payments (no saved or shared QR codes), tightening security for global transactions.3

Cross-Layer Connections

The Payments & Financial Rails layer maintains critical dependencies with other DPI components:

  • L1 Identity (Aadhaar): Aadhaar-based authentication remains fundamental to UPI’s KYC compliance and account verification processes. The e-KYC integration enables seamless bank account linking and ensures regulatory compliance.7

  • L3 Documents (DigiLocker): Integration with DigiLocker allows users to store and share financial documents, enhancing loan application processes and credit assessments linked via UPI transactions.

  • L4 Commerce (ONDC): UPI serves as the primary payment rail for ONDC transactions, enabling seamless digital commerce across the network. The interoperability between UPI and ONDC facilitates merchant payments and settlements.

  • L5 Sectoral (ABHA, Insurance): The new ₹5 lakh transaction limit for insurance premium payments directly connects UPI with the Ayushman Bharat Health Account (ABHA) ecosystem, enabling health insurance premium settlements through the health ID infrastructure.
