DPI Brief — April 16, 2026
Today’s DPI Updates (7 Layers)
L1: Identity & Authentication
UIDAI Updates Aadhaar Authentication Documentation (April 10, 2026)
UIDAI updated multiple pages on its official website on April 10, 2026, including clarifications on using Aadhaar as proof of date of birth. The authority reaffirmed that Aadhaar number holders can view their authentication history through the myAadhaar dashboard. UIDAI also reminded residents that mandatory biometric updates must be performed at Aadhaar Enrolment Centres — this applies to residents whose biometrics were flagged during authentication failures. The authentication ecosystem continues to see steady usage across banking, telecom, and government service delivery. 1
L2: Payments & Financial Rails
BHIM App Introduces Biometric Authentication for UPI Payments up to ₹5,000
NPCI BHIM Services Limited (NBSL), a wholly-owned subsidiary of NPCI, launched biometric authentication for the BHIM Payments App. Users can now approve UPI transactions up to ₹5,000 using smartphone fingerprint or facial recognition, reducing reliance on PIN entry. The feature is available on both iOS and Android. Nataraj, stated that the update “makes everyday payments easier while strengthening trust in how they are approved.” This follows the broader trend of passwordless authentication and aligns with RBI’s emphasis on securing digital payments. PhonePe continues to lead UPI transaction volumes with ~9.3 billion transactions in February 2026, followed by Google Pay at ~6.8 billion. 2
UPI International Expansion: PayU Brings UPI to Central Asia
In a notable cross-border development, PayU partnered with 8B (a Central Asian fintech) to enable UPI payments for Indian tourists in Kazakhstan, Uzbekistan, and Kyrgyzstan. Merchants across Central Asia can now accept UPI directly from Indian consumers — marking another step in UPI’s international footprint. Meanwhile, PhonePe’s IPO plans remain on hold due to geopolitical tensions and market volatility, according to TechCrunch. 3
L3: Documents & Data Exchange
CBSE Class 10 Results 2026 Available on DigiLocker (April 15, 2026)
CBSE declared Class 10 Board Exam Results 2026 on April 15, with scores accessible via DigiLocker, UMANG app, and official CBSE websites (cbseresults.nic.in, results.cbse.nic.in). This continues the trend of educational certificates being issued through DigiLocker as the primary digital repository. Over 9 lakh students awaited results, which can also be checked via SMS. DigiLocker now serves as a critical DPI layer for document authenticity and citizen convenience. 4
L4: Commerce & Logistics
ONDC Network Fee & Credit Transaction Updates (April 2026)
ONDC issued two key notifications in April 2026: Network Infrastructure Development and Services Fee for Credit Transactions (effective April 1, 2026) and a notification extending KYC checks for network participants, sellers, and service providers (from November 2025). FICCI and ONDC also signed an MoU to enhance digital experiences in travel, tourism, and hospitality — potentially expanding ONDC’s footprint beyond retail into services. The network continues beta operations across Bengaluru, Meerut, and five major cities including Mumbai, Delhi NCR, Chennai, Hyderabad, and Kolkata. 5
L5: Sectoral Infrastructure
Census 2027: 5.72 Lakh Households Opt for Digital Self-Enumeration
India’s first digital Census 2027 has seen over 5.72 lakh households using the self-enumeration option — a landmark shift from paper-based enumeration. Citizens can participate through an online portal, receive a special ID, and complete houselisting/housing census digitally. Mizoram has embraced the digital census initiative. This is the first time India has attempted a fully digital census exercise, leveraging DPI principles for large-scale data collection. Meanwhile, India’s monsoon forecast predicts below-average rains for 2026 — the first in three years — which could impact AgriStack implementations and Kisan credit-linked digital services. 6
L6: Governance & Grievance
Parliament Special Session on Women’s Reservation Bill (April 16, 2026)
Prime Minister Modi announced a historic Parliament session on April 16 to deliberate on the Women’s Reservation Bill. While not a DPI platform directly, digital governance infrastructure (eCourts, CPGRAMS) increasingly supports legislative processes. Meanwhile, state elections in Assam, Kerala, and Puducherry are underway with 296 seats at stake, with digital voter services and EVMs being monitored for uptime. 7
L7: Security, Privacy & Trust
MeitY Proposes Amendments to IT Rules: News & Political Content on Social Media
The Ministry of Electronics and Information Technology (MeitY) proposed amendments to India’s IT Rules to bring “users who are not publishers” sharing news and current affairs content under the existing code of ethics. Social media platforms would need to comply with government orders to retain safe harbour protection (legal immunity from user content liability). This follows the 2021 amendment that brought digital news outlets under government oversight, and a 2025 change strengthening the Home Ministry’s Sahyog portal for agency takedown requests. Critics argue the changes reduce transparency safeguards. 8
Microsoft April 2026 Patch Tuesday: 167 Vulnerabilities Fixed
Microsoft’s April 2026 Patch Tuesday addressed 167 security flaws including two zero-days. The updates covered Windows Search Service, Windows Speech Runtime, Windows COM, Windows Cryptographic Services, and Windows Server Update Services (WSUS) — all with elevation of privilege ratings. Organizations running Windows infrastructure are advised to patch immediately. Notably, this is separate from India’s domestic DPI but relevant for entities running international cloud infrastructure supporting DPI platforms. 9
