DPI Brief — April 20, 2026
Today’s DPI Updates (7 Layers)
L1: Identity & Authentication
Aadhaar Pre-Installation Mandate Dropped After Industry Pushback
In a significant policy reversal, the Indian government has decided not to mandate pre-installation of the Aadhaar authentication app on smartphones. UIDAI had proposed in January 2026 that Apple, Samsung, Google, and other major smartphone manufacturers pre-install the Aadhaar app on devices sold in India. Following pushback from the smartphone industry, MeitY reviewed the proposal and UIDAI stated it is “not in favour of mandating the pre-installation of the Aadhaar App on smartphones.” The move signals continued tension between identity verification ambitions and device ecosystem concerns. 1
L2: Payments & Financial Rails
No major UPI/NPCI announcements today. For the latest transaction volumes, refer to NPCI’s official statistics.
L3: Documents & Data Exchange
CBSE Class 10 Results 2026 Live on DigiLocker
The Central Board of Secondary Education declared Class 10 Board Exam Results 2026 on April 15, with results made immediately available on DigiLocker alongside UMANG app and official CBSE portals (cbseresults.nic.in, results.cbse.nic.in). This continues the trend of exam results being digitally issued and accessible via government DPI infrastructure, reducing dependence on physical mark sheets and enabling faster verification through the documents layer. 2
L4: Commerce & Logistics
India E-Retail GMV Reached $65-66 Billion in 2025
Bain & Company’s latest report indicates India’s e-retail market crossed $65-66 billion in GMV during 2025, growing at a 19-21% CAGR. The sector is shifting toward instant delivery models, Tier 2+ city expansion, and early-stage AI-led shopping experiences. Bain projects e-retail advertising now accounts for ~25% of digital ad spend, with GMV expected to reach $170-180 billion by 2030 at 20%+ CAGR. ONDC continues to be a key DPI layer in this expansion, particularly for open network adoption in smaller cities. 3
L5: Sectoral Infrastructure
