This week’s Tuesday deep dive focuses on Layer 2 — Payments & Financial Rails, covering NPCI, UPI, RuPay, the Digital Rupee (CBDC), and the evolving regulatory landscape. The past seven days (June 2–9, 2026) have been packed with milestones that signal India’s payments infrastructure is maturing rapidly — not just in scale, but in security, cross-border reach, and regulatory sophistication.


1. UPI Crosses 23.2 Billion Monthly Transactions, Touches ₹29.9 Trillion in May

NPCI released the May 2026 data on June 2, and the numbers are staggering. UPI processed 23.2 billion transactions worth ₹29.9 trillion during the month — averaging 737.8 million transactions per day at a daily value of approximately ₹84,423 crore. This is a fresh all-time high, continuing the relentless month-on-month growth trajectory.

For context, IMPS — the next largest real-time rail tracked by NPCI — managed just 358 million transactions worth ₹6.96 trillion in the same period. UPI is processing 65 times more transactions than IMPS by volume and over 4x by value.

Why this matters: NPCI noted these figures exclude Credit Card on UPI and Credit Line on UPI accounts, meaning the actual throughput is even higher. The continued acceleration comes from deeper merchant penetration, UPI Lite adoption, feature-phone UPI, and the integration of UPI into government welfare disbursements. At 23.2 billion monthly transactions, UPI handles roughly 770 transactions per second at peak — infrastructure resilience that few payment systems globally can match.

Cross-layer connection: UPI’s growth reinforces the role of Aadhaar-based eKYC (L1) in onboarding millions of new users, and its API-based design underpins ONDC’s commerce transactions (L4).


2. UPI Goes Live in Cambodia — 9th Country in the Cross-Border Network

On June 2, NPCI International Payments Limited (NIPL) and Cambodia’s ACLEDA Bank Plc. launched cross-border UPI-KHQR payments, enabling Indian travellers to scan Cambodia’s national QR code standard (KHQR) and pay at over 4.5 million merchant outlets across the country. The launch was presided over by the Governor of the National Bank of Cambodia and a representative from the RBI at a ceremony in Phnom Penh.

Phase 1 (launched now): Indian tourists scan KHQR codes to pay at Cambodian merchants. Phase 2 (forthcoming): Cambodian travellers will be able to use KHQR to pay at UPI-accepting merchants in India.

Cambodia becomes the 9th country to link with UPI for merchant payments, joining Singapore, UAE, Bhutan, Nepal, France, Mauritius, Maldives, and Qatar. The partnership leverages Cambodia’s Bakong payment infrastructure integrated with the KHQR standard.

Analysis: This expansion is significant for several reasons:

  • Tourism corridor: India-Cambodia tourism has been growing, and cash/foreign-exchange dependency has been a friction point. UPI acceptance eliminates that.
  • Architecture pattern: The KHQR integration follows the same interoperability model as Nepal (NQR) and Bhutan (BQPS) — linking national QR standards rather than forcing merchant-side app changes. This is a scalable template for future ASEAN expansion.
  • Strategic timing: With India exploring UPI linkage to Europe’s TIPS platform and potential Alipay+ integration, the Cambodia launch signals sustained momentum in internationalisation despite complex geopolitical considerations.

Open question: Cross-border UPI transactions currently attract currency conversion costs. Whether these will be subsidised (as in the domestic zero-MDR model) or priced at market rates remains to be seen. The data governance implications of routing Indian payment data through foreign intermediaries also deserve regulatory scrutiny.


3. New UPI Security Rules Take Effect — Verified Names and Enhanced Authentication

Effective June 1, 2026, a new set of UPI security measures mandated by NPCI came into force:

  • Verified beneficiary names: UPI apps must now display the bank-verified name of the payee before payment confirmation, replacing the self-assigned display names that fraudsters previously exploited for impersonation scams. A user sending money to “Rahul Sharma 9876” will now see the actual bank-registered name — making it far harder to disguise accounts.
  • Enhanced authentication for high-value transactions: Additional biometric verification (fingerprint or face ID) alongside the existing two-factor flow is now required for transactions exceeding certain thresholds.
  • Tightened ATM withdrawal rules linked to UPI-based cash-outs.

These changes are part of a broader fraud-prevention push. The RBI is also reportedly considering a one-hour cooling period for payments above ₹10,000 to newly-added beneficiaries — a proposal that, if implemented, would add a deliberate delay to the real-time system as a fraud containment measure.

Analysis: The verified-name mandate is the most impactful change. UPI fraud via fake or misleading display names has been a persistent problem — fraudsters create VPA handles like “electricity-board@upi” or use names closely resembling legitimate entities. Bank-verified names close this vector at the identity layer (connecting back to L1 — Aadhaar/bank KYC).

However, the cooling-period proposal for high-value transfers raises a fundamental design tension: UPI’s value proposition is real-time settlement. Introducing delays risks undermining user expectations and could push high-value transactions to alternative channels. The trade-off between fraud prevention and user experience deserves careful calibration.


4. RBI Launches Offline Retail Digital Rupee (CBDC) Transactions

On June 5, 2026, the RBI launched offline retail transactions for the digital rupee (e₹), a significant step in the CBDC’s evolution. The feature allows users to make e₹ transactions without internet connectivity, targeting rural and remote areas where network coverage is limited.

This is not a small technical feat. Offline CBDC transactions require cryptographic mechanisms to prevent double-spending without real-time server validation — typically through proximity-based validation, value limits on offline wallets, and deferred settlement reconciliation.

Context: The e₹ retail pilot, launched in December 2022, had enrolled over 5 million users and 400,000 merchants by early 2025, processing roughly ₹5 crore daily. The RBI’s Annual Report 2025-26 outlined plans to expand e₹ for welfare payments through Direct Benefit Transfer (DBT) and cross-border transactions — including exploration of the BIS mBridge project with UAE, Singapore, and other BRICS partners.

Analysis: The offline capability addresses the most critical gap in India’s digital payments stack. Despite UPI’s ubiquity, cash remains dominant in rural India — not because people don’t want digital payments, but because connectivity isn’t reliable. Offline CBDC could bridge this gap in a way that UPI (which fundamentally requires server connectivity) cannot.

The strategic question is coexistence: how will offline e₹ relate to UPI offline solutions being piloted? Will they converge, or serve different use-cases? The RBI’s decision to push e₹ toward DBT integration — potentially touching 900 million beneficiaries and ₹6 lakh crore annually — also raises privacy and banking-disintermediation concerns that policymakers will need to navigate carefully.


5. RBI Consolidates E-Mandate Framework for Recurring Digital Payments

The RBI introduced the Digital Payments — E-Mandate Framework, 2026, consolidating all prior circulars on recurring and auto-debit payments into a single comprehensive framework. Key provisions include:

  • Unified rules across instruments: The framework covers recurring payments via UPI, cards (debit and credit), and Prepaid Payment Instruments (PPIs) under a single set of guidelines, replacing the patchwork of earlier circulars.
  • Higher auto-debit limits: Recurring payments up to ₹15,000 can now be processed without OTP, up from the previous ₹5,000 threshold for certain categories. Pre-notification requirements are streamlined.
  • Auto-replenishment for UPI Lite: The RBI introduced auto-replenishment for UPI Lite wallets under the e-mandate framework, aimed at driving adoption of the low-value payment mechanism.

Analysis: The e-mandate consolidation is the kind of regulatory housekeeping that doesn’t generate headlines but has enormous practical impact. India’s recurring payment economy — subscriptions, loan EMIs, utility bills, insurance premiums — has been hampered by fragmented rules across payment instruments. A unified framework reduces compliance burden for banks and fintechs while improving consumer experience.

The UPI Lite auto-replenishment via e-mandate is particularly clever: it addresses the “wallet loading friction” problem by making UPI Lite top-ups automatic, positioning it as a near-invisible payment layer for small-ticket daily transactions (chai, auto-rickshaw, street vendors).

Cross-layer threads: This week’s developments in L2 (Payments) are deeply intertwined with other DPI layers. The verified-name UPI rule depends on bank KYC infrastructure (L1). Cross-border UPI expands India’s digital commerce architecture (L4). And the e₹’s DBT integration plans connect directly to governance delivery systems (L6).

India’s payments stack continues to move beyond “just payments” — it’s becoming the transactional backbone of an entire digital economy. The pace of development this week alone — new geographies, new security layers, new currency forms, and new regulatory frameworks — reflects an infrastructure that is simultaneously scaling up and maturing in sophistication.
