DPI Brief — June 26, 2026

1. India-Myanmar UPI Interoperability and Currency Swap Discussions (L2)

India and Myanmar are deepening their financial connectivity through two parallel tracks: payment system interoperability and a bilateral currency swap arrangement. On June 23, the Governor of Myanmar’s Central Bank met with India’s Ambassador in Nay Pyi Taw to review progress on enabling interoperability between India’s UPI QR and RuPay systems and Myanmar’s MMQR payment infrastructure. The collaboration involves the Reserve Bank of India (RBI), the National Payments Corporation of India (NPCI), the Central Bank of Myanmar’s MMQR Consortium, and the Myanmar Payment Union (MPU). Separately, both sides are drafting an agreement for a bilateral Rupee-Kyat currency swap between their central banks, which would facilitate direct trade settlement without relying on third-party currencies. If finalised, Myanmar would join the growing list of countries linking into India’s UPI ecosystem — which now spans nine nations including UAE, Singapore, France, and Cambodia.

2. UIDAI Extends Free Aadhaar Document Updates and Mobile App Email Update Waiver (L1)

The Unique Identification Authority of India (UIDAI) has extended the fee relaxation for document updates through the SSUP (myAadhaar) portal until June 14, 2027. Additionally, UIDAI announced that from July 1 to December 31, 2026, updating email addresses through the Aadhaar mobile app will be completely free — a promotional measure to drive higher email linkage rates among Aadhaar holders. Previously, such updates carried a fee of ₹75 at enrolment centres. The move is part of UIDAI’s broader push to increase the accuracy of demographic data in the Aadhaar database, with over 100,000 schools already saturated under the mandatory biometric update drive.

3. India Post Introduces e-KYC and POSB Account Interoperability at Branch Post Offices (L1/L3)

The Department of Posts has issued SB Order No. 06/2026 (dated June 22, 2026) introducing Aadhaar-based e-KYC operations and interoperability of Post Office Savings Bank (POSB) accounts across Branch Post Offices. Starting September 1, 2026, account holders will be able to perform digital transactions at any branch post office without filling out withdrawal or deposit forms — provided their Aadhaar, PAN, and mobile number are linked to their POSB account. The order also mandates mobile number linkage for DREAM app users by September 1, with Aadhaar-based transactions subject to specified limits. India Post has simultaneously launched an e-KYC training course for Gramin Dak Sevaks (GDS) on the iGOT portal. This is a significant DPI extension — bringing formal digital identity verification and interoperable banking to India’s vast rural postal network of over 1.5 lakh post offices.

4. Government Notifies New Telecom Authorisation Rules, TRAI Reports 1.29 Billion Wireless Subscribers (L7)

The government has officially notified the Telecommunications (Authorisation for Provision of Major Telecom Services) Rules, 2026, replacing the legacy licensing regime for the telecom sector. The Department of Telecom has begun accepting applications for telecommunication service authorisation and migration to the new framework. Meanwhile, TRAI’s May 2026 subscription data released on June 25 shows India’s wireless subscriber base grew to 1,294.46 million — a net addition of 5.09 million users in May alone. Bharti Airtel added 2.93 million users (outpacing Jio’s 2.15 million), while Jio crossed the 501 million subscriber milestone. 5G Fixed Wireless Access subscribers rose to 12.73 million. These subscriber numbers underscore the massive scale at which India’s digital infrastructure operates — a critical foundation for all DPI layers.

5. PM Modi Pushes for Nationwide e-Zero FIR System at PRAGATI Meeting to Combat Digital Arrest Frauds (L7)

At the 52nd PRAGATI meeting on June 24, Prime Minister Narendra Modi reviewed grievances related to cybercrime and digital arrest scams, expressing concern over the rising misuse of digital platforms to defraud citizens. Modi directed states to operationalise the e-Zero FIR system nationwide — currently only nine states have implemented it. The e-Zero FIR, an initiative of the Indian Cybercrime Coordination Centre (I4C), automatically converts verified cyber-fraud complaints into FIRs, allowing victims to bypass jurisdictional barriers. The PM emphasised that states should work with chief secretaries and DGPs to fast-track the rollout. With digital arrest scams becoming increasingly sophisticated, this governance intervention directly impacts the trust layer (L7) of India’s DPI stack.
