India’s governance and grievance redressal infrastructure — Layer 6 of the DPI stack — had a watershed week. The 29th National Conference on e-Governance convened in Jaipur, the VB-G RAM G Act replacing MGNREGA came into force nationwide, CPGRAMS expanded its physical reach through 5 lakh+ Common Service Centres, and a security researcher disclosed 14 vulnerabilities across central government portals. Here’s a deep dive into each.
1. The 29th National Conference on e-Governance: Jaipur Sets the AI Governance Agenda
The Department of Administrative Reforms and Public Grievances (DARPG), in partnership with the Ministry of Electronics and Information Technology (MeitY) and the Government of Rajasthan, hosted the 29th National Conference on e-Governance (NCeG 2026) in Jaipur on July 1–2, 2026. The theme — Viksit Bharat 2047: AI Enabled, Data-Driven and Secure Digital Governance — signalled a decisive pivot from digitising existing processes to embedding intelligence at every layer of public service delivery.
The conference featured plenary sessions on bridging the digital divide through voice-first interfaces, citizen-centric governance, and digital interventions in school education. But the headline outcome was the National e-Governance Awards 2026, which recognised 17 projects across states and central ministries. The awards highlighted a maturing ecosystem: several winning projects demonstrated end-to-end digital workflows that replaced paper-based multi-department processes entirely — from property registration to pension disbursement.
Cross-layer connections
The NCeG awards revealed how Layer 6 increasingly depends on upstream DPI layers. Multiple winning projects used Aadhaar-based authentication (L1) for identity verification, DigiLocker (L3) for document exchange, and UPI (L2) for direct benefit transfers. This convergence is becoming the default architecture: governance platforms no longer build their own identity or payments plumbing but compose from existing DPI stacks. The conference also featured discussions on how AI can accelerate grievance classification on CPGRAMS — a direct L6 application of L7 (security and trust) principles around responsible AI deployment.
Why it matters: NCeG 2026 represents DARPG’s most explicit signal yet that the future of Indian e-governance is not more portals, but smarter ones. The AI-enabled governance theme will shape state-level implementations for the next 12–18 months, with pilot projects expected to transition into production across the National e-Governance Plan’s priority sectors.
2. VB-G RAM G Act Replaces MGNREGA: A Governance Architecture Overhaul
On July 1, 2026, the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Act formally replaced the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005. The Act raises the guaranteed employment from 100 to 125 days annually and introduces a national minimum daily wage of ₹300 — with a revised national average of ₹327.40. The cost-sharing model shifts from fully Centre-funded wages to a 60:40 split between Centre and states (90:10 for northeastern and Himalayan states), fundamentally altering fiscal governance dynamics.
The digital governance dimension
What makes VB-G RAM G a DPI story is its digital infrastructure backbone. The Act explicitly mandates digital planning workflows at the panchayat level, digital worker registries, and technology-enabled fund tracking. Unlike MGNREGA’s partially-digitised job card system, VB-G RAM G is designed for end-to-end digital delivery from demand registration to wage disbursement.
However, the rollout has been contentious. Telangana passed a resolution opposing the replacement. Punjab’s AAP government, which had unanimously passed a resolution against the Act in its Assembly in December 2025, executed a notable U-turn by notifying the state scheme on June 26 — just days before the July 1 deadline. In Tamil Nadu, disability rights groups including TARATDAC observed the implementation date as a “black day,” arguing that state-wise normative allocation gives the Centre arbitrary authority over fund distribution.

In May 2026 alone, 8,562 grievances were registered through Common Service Centres (CSCs) across India, leveraging the network of over 5 lakh CSCs that serve as the last-mile touchpoint for government services in rural and semi-urban areas.
Of these CSC-registered grievances, 5,104 were disposed of and 3,458 remained pending — a 59.6% disposal rate for this specific channel. While this trails CPGRAMS’s overall disposal rate (estimated at 90.75% across all channels), it reflects the reality that CSC-registered grievances tend to come from populations with more complex, multi-department cases.
Daily disposal data from July 2, 2026 showed the system processing 6,936 grievances and 945 appeals at the central level, with states and UTs disposing an additional 2,796 cases. The May 2026 CPGRAMS dashboard reported 85,900 public grievance cases received for states/UTs, with 84,365 redressed — a near-complete disposal rate at the central pipeline level.
AI integration in grievance resolution
The Prime Minister’s Principal Secretary noted at a recent event that AI usage in CPGRAMS has led to a 25% faster resolution of complaints[^1]. This includes automated classification of grievances, intelligent routing to the correct department, and predictive analytics for bottleneck identification. However, the pattern of findings — missing authentication, exposed API endpoints, and unsecured file storage — points to systemic issues in how smaller government agencies implement web applications.
The grievance angle
These vulnerabilities have direct implications for CPGRAMS and similar citizen-facing platforms. If grievance portals handling sensitive personal, financial, and employment data carry similar weaknesses, the entire trust architecture of Layer 6 is undermined. The incident reinforces the need for CERT-In’s guidelines to be enforced as mandatory standards rather than advisory recommendations, and for regular security audits of all government digital infrastructure — a bridge to Layer 7 (Security, Privacy & Trust).
Why it matters: As India accelerates toward AI-enabled governance and pushes more citizen interactions through digital channels, the attack surface expands proportionally. 5. e-Jagriti: The Consumer Grievance Platform Scaling Up
The Department of Consumer Affairs showcased the e-Jagriti platform at events this week, highlighting its role in technology-driven consumer grievance redressal. The platform has conducted 50+ video conferences with State Commissions and runs weekly Jansunwai (public hearing) sessions since August 2025, providing dedicated technical support at multiple levels.
e-Jagriti operates alongside CPGRAMS but focuses specifically on consumer protection disputes — connecting consumers with District, State, and National Consumer Dispute Redressal Commissions. The platform’s regional workshops and video conferences aim to standardise the digital workflow across India’s three-tier consumer dispute resolution system.
Why it matters: e-Jagriti represents the specialised governance approach — a vertical slice of grievance redressal designed specifically for consumer disputes, with domain-specific workflows and integration points. Its success in achieving ~90% disposal rates demonstrates that focused digital platforms can outperform general-purpose ones for specific use cases.
