The company also questioned whether TRAI has jurisdiction over internet-based call management platforms, suggesting oversight should rest with MeitY instead. RBI Digital Payment Fraud Safeguards Spark Policy Debate (L2 – Payments)

The Reserve Bank of India’s recent discussion paper titled Exploring Safeguards in Digital Payments to Curb Frauds has generated significant policy debate. The paper proposes introducing “positive frictions” in the payments system to combat rising fraud, including a one-hour lag on Aadhaar-to-Payment Address (APP) transactions above ₹10,000 — a threshold that covers 45% of reported fraud cases and approximately 98.5% of total value lost. While commentators acknowledge the RBI is right to act, some safeguards need sharper design. The discussion paper reflects growing concern that India’s zero-fee, frictionless UPI architecture, while world-leading in scale, creates an outsized attack surface for increasingly sophisticated financial fraud. NPCI has separately initiated a pilot for an AI model to detect and track stolen money in real-time as it moves across bank accounts, aiming to intercept fraudulent transactions before funds vanish. 5 6

This development is directly relevant to India’s DPI ecosystem — as platforms like DigiLocker, ONDC, and ABDM increasingly rely on cloud-based AI services, the availability of sovereign AI infrastructure reduces data residency concerns that have been a persistent friction point in DPI adoption. 7
