India’s Layer 5 — Sectoral Digital Infrastructure spans health (ABHA/ABDM), agriculture (AgriStack/Digital Crop Survey), and judicial systems (eCourts). This week saw significant milestones across all three pillars, underscoring how sectoral DPI is moving from pilot to population-scale deployment.
1. ABHA Crosses 93.95 Crore: ABDM’s 3rd Mission Steering Group Takes Stock
On July 10, Union Health Minister J.P. Nadda chaired the 3rd Mission Steering Group (MSG) of the Ayushman Bharat Digital Mission (ABDM), reviewing the ecosystem’s progress since the last meeting. The numbers are staggering: 93.95 crore ABHA IDs have been created, 105 crore health records linked, 5.33 lakh healthcare facilities and 9.85 lakh professionals registered on the platform, with 24 crore Scan & Share tokens generated.
The MSG noted that ABDM has become one of the world’s largest digital health ecosystems. Over 2.72 lakh healthcare facilities are now actively generating Health IDs digitally — not through manual entry, but via the platform’s integrations. Nearly 72 lakh Ayushman Cards have been issued digitally under PM-JAY, linking beneficiary records directly to ABHA numbers for cashless hospitalization.
What matters here isn’t just the headline count. The Scan & Share flow — where a patient’s ABHA QR code is scanned at a hospital counter to pull up their entire medical history — is now operational at scale. This eliminates the paper-kutchcha problem that has plagued Indian healthcare: patients carrying folders of X-rays and prescriptions across hospitals. The infrastructure beneath ABHA (Health Information Exchange & Consent Manager, or HIEM) is now handling 105 crore linked records, which means the data fabric is holding up under real load.
The MSG also discussed accelerating HIP (Health Information Provider) onboarding in Tier-2 and Tier-3 cities, and expanding the Digital Sanjeevani teleconsultation network to district hospitals. The gap remains in private hospital adoption — while government facilities are largely onboarded, smaller private clinics still lag.
Cross-layer connection: ABHA’s identity layer depends on Aadhaar authentication (L1) and uses UPI for co-payments at health facilities (L2). The ABDM stack is a live demonstration of how sectoral DPI builds on foundational layers.
2. JIPMER Launches “Freedom from Illness” ABHA Card Drive
On July 16, JIPMER (Jawaharlal Institute of Postgraduate Medical Education & Research, Puducherry) launched the “Freedom from Illness Campaign” — a month-long drive running through August 15 to promote free on-the-spot ABHA registration and Ayushman Bharat card generation.
The campaign is targeted at populations that remain outside the digital health fold: daily wage workers, rural patients visiting JIPMER from neighbouring districts, and families unaware of PM-JAY’s cashless hospitalization benefits. By setting up registration counters inside one of India’s premier medical institutes, the campaign lowers the friction between where patients already go (hospitals) and where they need to register (digital systems).
This is a noteworthy pattern: institutional adoption driving citizen enrollment. Rather than expecting citizens to download an app and self-register, the DPI infrastructure meets people where they are. The model parallels how bank mitras drove UPI adoption — human intermediaries at trusted institutions bridging the digital gap.
JIPMER is also positioning ABHA as the gateway to follow-up care: once registered, patients can access their digital health records for future visits at any ABHA-enabled facility across India. For a referral hospital like JIPMER, this means patients returning to their home districts can share their JIPMER records with local doctors digitally, reducing redundant tests and improving continuity of care.
3. AgriStack’s AI-Enabled Digital Crop Survey Rolls Out for Kharif 2026
On July 15, the Department of Agriculture & Farmers Welfare (Jammu division) conducted a Training of Master Trainers on the AI-enabled Digital Crop Survey (DCS) application for the Kharif 2026 season. Trainers from AgriStack’s Central Project Management Unit (CPMU), New Delhi, conducted sessions on the updated Surveyor App, demonstrating newly integrated AI features for field-level crop identification.
The DCS is the operational backbone of AgriStack. Instead of relying on manual estimates and patwari records — historically error-prone and vulnerable to manipulation — the DCS app uses AI-based image recognition and remote sensing to identify crops at the plot level during ground surveys. Surveyors walk field boundaries, photograph standing crops, and the AI classifies the crop type, area, and condition. This data feeds into AgriStack’s farmer registry and crop insurance databases.
The training covered practical demonstrations of AI-assisted crop identification, walkthroughs of the updated application (which now processes images faster with better accuracy on mixed-crop plots), and Q&A sessions on field implementation challenges. Similar DCS trainings were reported across districts in Darrang (Assam) and Maharashtra during the same week, indicating a coordinated nationwide push for Kharif 2026 coverage.
The target: nationwide DCS coverage by the 2025-26 Kharif season. If achieved, India would have the first digital, AI-verified crop atlas at scale — a foundational dataset for crop insurance (PMFBY), procurement planning, and credit underwriting. The stakes are enormous: crop insurance fraud alone costs the exchequer thousands of crores annually, and much of that stems from inaccurate or manipulated crop area data.
Cross-layer connection: DCS data, once ingested into AgriStack, can be linked to a farmer’s ABHA for health-related pesticide exposure tracking, or to their Aadhaar for direct benefit transfer under PM-KISAN (L1/L2 layers). AgriStack is the connective tissue between identity, finance, and sectoral services.
4. Supreme Court Drafts AI Regulations for Courts: The Guardrails Take Shape
The Supreme Court of India’s AI Committee, chaired by CJI Surya Kant, released the Draft Regulations for Use of Artificial Intelligence in Courts, 2026 for public consultation (deadline: July 15). This is a watershed moment — the first attempt by any judiciary in the Global South to build a formal governance framework for AI in court processes.
The draft regulations prescribe where AI can and cannot be used. Permitted: AI-assisted legal research, multilingual transcription, translation, case summarization, and administrative automation (cause list generation, scheduling, case flow management). Explicitly barred: AI in judicial decision-making. No AI tool can replace judicial reasoning or recommend outcomes. The regulations also mandate that any AI tool used in courts must be validated by the Apex Body (a committee within the Supreme Court) and auditable — every AI output used in proceedings must be traceable to its source.
The draft emerged after a series of incidents where AI-generated fake judgments surfaced in legal proceedings, including fabricated case citations that made their way into court filings. The Supreme Court’s response was not to ban AI but to regulate it with clear boundaries — a pragmatic approach.
The Supreme Court already runs an AI-driven live transcription service in Hindi and 18 regional languages, making courtroom arguments accessible to litigants who don’t follow English. The Su-Sahay AI chatbot helps users navigate Supreme Court procedures. Both tools operate within the assistive framework the draft regulations seek to codify.
What’s particularly significant: the regulations apply not just to the Supreme Court but will cascade to High Courts and tribunals through their own AI committees. This means the framework will eventually govern how AI is used across India’s 25 High Courts and thousands of district courts.
Cross-layer connection: The eCourts Phase III project provides the digital infrastructure (e-filing, video conferencing, digitized records) upon which AI tools operate. Without eCourts’ digital case records, AI transcription and summarization wouldn’t have data to process. This is DPI layering in action — the judicial system’s digital transformation (eCourts) enabling its next evolution (AI-assisted courts).
5. District Courts Go Fully Digital: Karkardooma Leads the Paperless Shift
Following the Supreme Court’s direction, district-level courts are transitioning to fully digital operations. On January 6, 2026, India’s first district-level paperless e-court was inaugurated at Karkardooma Courts Complex in Delhi — equipped with touchscreens on the judge’s dais, LCD displays for evidence presentation, and fully digitized case records accessible in real-time.
The momentum continued into July 2026. The Delhi High Court issued practice directions on July 13 requiring advocates to use the Online e-Filing Management System with specific court/authority selection from drop-down menus, standardizing the digital filing workflow. Over 1.07 crore cases have been filed online across the eCourts platform, and the Supreme Court has moved to twice-weekly virtual hearings to reduce the carbon footprint and travel burden on litigants.
The eCourts Mission Mode Project has digitized extensive court records in High Courts and District Courts under Phase III, minimizing physical file handling. Combined with AI transcription, real-time cause lists, and video conferencing, the district judiciary is now closer to the digital court model that was originally envisioned only for the Supreme Court.
The consumer angle: for ordinary litigants — especially those from rural areas who previously travelled hundreds of kilometres for a 5-minute hearing — virtual hearings and digital case access represent a material reduction in cost and time. The eCourts portal provides case status, hearing dates, and orders online, eliminating the need for intermediaries (touts) who historically charged citizens for basic information.

This week on Layer 5 tells a story of infrastructure reaching operational maturity:
- ABHA is no longer a registration exercise — it’s a living health data ecosystem with 105 crore records and 24 crore scan interactions
- AgriStack’s DCS is deploying AI in the field during the current Kharif season, not in a pilot district but across multiple states simultaneously

India’s sectoral DPI isn’t a collection of siloed apps — it’s becoming an integrated stack where health, agriculture, and justice infrastructure share identity and data-exchange rails from foundational layers.
The question for the coming quarter is whether private-sector adoption keeps pace with government push. ABHA and AgriStack have achieved scale largely through public institutions. Bringing private hospitals, seed companies, and legal tech providers into these networks will determine whether these platforms become the default infrastructure or remain government-only tools.
