Nilekani-Led Task Force to Build Leak-Proof Exam System (L1 + L6)
Prime Minister Modi constituted a six-member high-powered task force on July 26, chaired by Aadhaar architect and former UIDAI chairman Nandan Nilekani, to recommend technology-driven reforms for India’s public examination system. The panel includes former ISRO chairman S. Somanath, ex-Intelligence Bureau director Arvind Deka, former IIT Madras director V. Kamakoti, former Union Education Secretary Anita Karwal, and senior bureaucrat Amrit Lal Meena.
The task force was formed in the wake of the NEET-UG 2026 paper leak — which led to the cancellation of the original exam and the resignation of Education Minister Dharmendra Pradhan. The government expects the panel to deliver recommendations for “immediate steps to secure upcoming tests” while designing a longer-term technology-first overhaul. The choice of Nilekani signals the Centre’s intent to apply the same large-scale digital infrastructure thinking that built Aadhaar to the examination governance layer.
Separately, the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 was introduced in the Lok Sabha on July 27 by Minister of State Dr. Jitendra Singh, proposing stricter penalties for paper leaks and malpractices. The twin moves — a tech architecture review plus a hardened legal framework — represent the most significant governance-DPI convergence in India’s examination system to date.

EPFO Delays UPI-Linked PF Claim Settlements to August (L2)
The Employees’ Provident Fund Organisation (EPFO) has pushed back the rollout of UPI-linked provident fund claim settlements — originally targeted for end of FY26 — to August 2026. The delay is attributed to persistent glitches in EPFO’s upgraded Centralised IT Enabled Services (CITES 2.01) portal, which the organisation is prioritising fixing before enabling the new payment rail.
The facility, to be enabled through a BHIM-linked UPI interface, will let EPF members link their provident fund accounts with bank accounts for eligible claim settlements. It will complement — not replace — the existing NEFT-based system. This is a significant L2 (Payments) development because it extends UPI’s reach into the formal social security layer, directly impacting over 70 million EPF subscribers. The delay underscores the integration challenges when legacy government IT systems meet real-time payment infrastructure.

BHIM App’s Quiet Comeback: 224M UPI Transactions in June (L2)
The government’s own BHIM app processed 224 million UPI transactions worth ₹25,613 crore in June 2026, according to Moneycontrol — a nearly 10x jump from two years ago. The app is now preparing to enter digital gold and credit products, expanding beyond pure P2P payments.
Meanwhile, the competitive landscape continues shifting: WhatsApp Pay leapfrogged CRED in June UPI volume rankings for the first time, processing 0.66% of total volume versus CRED’s 0.62%. PhonePe continues to dominate with nearly half of all UPI transactions. On the infrastructure side, NPCI placed a ₹76.20 crore order with Orient Technologies for enterprise servers — a signal that the payments backbone continues to invest heavily in capacity as volumes grow.

BoB Launches UPI-Linked ₹5,000 Overdraft for SHG Women (L2 + L5)
Bank of Baroda, in partnership with NPCI, the Indian Banks’ Association (IBA), and the DAY-NRLM mission, has launched a UPI-linked ₹5,000 overdraft facility for Self-Help Group (SHG) women. The project creates a scalable model for expanding inclusive digital small-ticket lending by leveraging UPI’s identity and payment rails.
This is a notable convergence of L2 (Payments) and L5 (Sectoral DPI) — using UPI as the delivery mechanism for financial inclusion at the last mile. The small-ticket OD product, targeted at women in the informal economy, demonstrates how payment infrastructure can be repurposed as a credit distribution channel when combined with SHG governance structures and banking partnerships.
