Wednesday marks L3: Documents & Data Exchange in our seven-layer DPI rotation — the layer that powers DigiLocker, API Setu, eSign, and the entire digital document infrastructure that sits between identity (L1) and payments (L2). This week, L3 delivered one of the most significant cross-border DPI expansions in recent memory: DigiLocker going global for international student verification.

1. DigiLocker Goes Global: AAERI Verify Launches for Australian University Admissions

The single biggest L3 story this week is the launch of AAERI Verify — a digital platform that integrates DigiLocker to enable instant, source-verified document checks for Indian students applying to Australian universities. Unveiled on August 7 at the AAERI Annual Convention in New Delhi, the platform is a collaboration between the National e-Governance Division (NeGD) under MeitY and the Association of Australian Education Representatives in India (AAERI).

Why this matters: India is the second-largest source of international students for Australia, with over 130,000 Indian students enrolled in Australian institutions. Document verification has historically been a pain point — manual checks take 5–9 days, forged marksheets and inflated financial documents are a known problem, and students bear the cost and delay of couriering physical paperwork. AAERI Verify collapses this to 120–240 seconds through digital, consent-based verification directly from source issuers via DigiLocker.

How it works: The platform uses a two-stage process — an initial pre-application document check followed by post-admission verification of the sponsor’s financial details. With the student’s explicit consent, Australian universities access source-verified digital records pulled directly from DigiLocker, which holds documents from 2,822 onboarded issuers. The verification reports are cryptographically anchored on the Avalanche blockchain, creating an immutable audit trail that overseas institutions can independently verify.

The technology partner is Zupple Labs, and the platform is live at aaeri-verify.com. Access is restricted to authorised AAERI member agents, partner universities, and institutional verifiers.

Cross-layer connections: This is a textbook example of how India’s DPI layers compose. L1 (Aadhaar identity) underpins DigiLocker authentication. L3 (document exchange) provides the verified credentials. If this model scales, we could see similar integrations for L2 (payments — fee remittance) and L4 (commerce — education marketplace). As JL Gupta, Director of NeGD, put it: “This collaboration demonstrates how India’s Digital Public Infrastructure is solving real-world global challenges.”

The consumer angle: For Indian students and their families, this eliminates a significant friction point in the study-abroad journey. No more courier fees, no more weeks of anxious waiting, no more uncertainty about whether documents will be accepted. The consent-based architecture also means students retain control over what information is shared — a meaningful privacy safeguard that India’s DPI doesn’t always get credit for.

2. GATE 2027 Makes DigiLocker Mandatory — Examinations Meet DPI

Starting August 14, DigiLocker becomes a mandatory requirement for GATE 2027 registration. IIT Madras, the organising institute, announced that all Indian nationals must link a verified DigiLocker account to the GOAPS portal to complete their application.

What changes: Candidate details — name, date of birth, mobile number, email ID, profile photo, address, and ID number — will auto-sync from DigiLocker, reducing manual entry errors. A live face capture during registration will match the photo on file to prevent impersonation. The system is designed to flag mismatches between DigiLocker data and the photo ID, which can delay or block registration entirely.

Why this matters: GATE is India’s largest postgraduate engineering entrance exam, with over 8–10 lakh registrations annually. Making DigiLocker mandatory for an exam of this scale is a significant validation of the document infrastructure’s reliability. It also signals a broader government strategy of anchoring examination and recruitment workflows to verified digital documents rather than physical paperwork.

The ripple effect: If GATE can mandate DigiLocker, other high-stakes examinations — UPSC CSE, SSC, state PSCs, NEET — are likely next. The Nagaland Public Service Commission (NPSC) already integrated DigiLocker this week for its recruitment process, enabling candidates to submit educational certificates, identity proof, and official documents digitally. These aren’t isolated moves; they’re part of a systematic push to digitise government recruitment pipelines.

Consumer impact: Candidates need to ensure their DigiLocker account is fully verified and documents are up-to-date well before the registration deadline. A mismatch between DigiLocker data and physical ID documents is now a registration-blocking risk, not just a minor inconvenience. This effectively makes DigiLocker maintenance a prerequisite for competitive exam aspirants.

3. Cooperative Banking Goes Digital: HARCO Bank Integrates DigiLocker

The Haryana State Co-operative Apex Bank (HARCO) and 13 Haryana cooperative banks integrated with DigiLocker on August 10, enabling customers to access mini statements, account statements, TDS certificates, and interest certificates directly through the platform.

Why this matters: Cooperative banks serve a fundamentally different demographic than commercial banks — they are often the primary banking relationship for rural and semi-urban customers, farmers, and small businesses. These are exactly the users who benefit most from digital document access, because physical branch visits for a simple bank statement represent a meaningful time and cost burden. DigiLocker integration means these customers can now pull verified banking documents without visiting a branch.

The larger pattern: HARCO’s integration is part of a broader NeGD effort to onboard cooperative banks and regional financial institutions onto DigiLocker. The 1,938+ e-government services already integrated across all 36 states and UTs form the supply side, but the demand side — ensuring that citizens in Tier 3 and Tier 4 towns actually use these services — requires meeting them where they are. Cooperative banks are that meeting point.

4. DigiLocker Crosses 71.66 Crore Users, 936 Crore Documents Issued

A PIB release this week confirmed DigiLocker’s scale: 71.66 crore registered users, with over 936 crore documents issued by 2,822 onboarded issuers. More than 2.18 crore Aadhaar-based eSign transactions have been processed. These are not aspirational targets — they are live operational numbers.

Contextualising the numbers: 71.66 crore users means DigiLocker now covers roughly half of India’s population. The 936 crore documents issued figure represents an average of ~13 documents per registered user. This is no longer a niche government utility — it is a mass-market digital infrastructure layer with usage patterns comparable to UPI in its early hypergrowth phase.

What the stats reveal about L3 maturity: The document issuance ecosystem is deep — 2,822 issuers across central ministries, state governments, banks, and academic institutions. The eSign integration through Aadhaar (L1 → L3 bridge) has processed over 2 crore transactions, indicating that the digital signature use case has crossed from early adopters to mainstream adoption. The infrastructure is not just accumulating users — it is generating real document transactions at scale.

5. NeGD Building Agentic AI for DigiLocker — The Next Frontier

Perhaps the most forward-looking development this week: NeGD is recruiting for Principal Architect — AI and MLOps Engineer roles, with the explicit mandate to “integrate AI/ML capabilities into NeGD and allied government applications” and “design integration standards, APIs, and interoperability frameworks between AI systems and existing Digital India platforms.” A LinkedIn post from the ecosystem described this as “India’s agentic AI platform for citizen services — starting with DigiLocker.”

What this could mean: If NeGD is building agentic AI on top of DigiLocker, we could see:

  • Intelligent document retrieval — citizens describing what they need in natural language, with the system identifying and fetching the right document from the right issuer
  • Automated verification workflows — AI agents that pre-validate document packages before submission to government services
  • Cross-service document orchestration — an AI layer that understands which documents are needed for which services and proactively assembles them

This is still in the hiring and architecture phase, but the direction is significant. DigiLocker as a document store is useful. DigiLocker as an AI-powered document intelligence layer would be transformative — it would turn passive document storage into active document utility.

Cross-layer implications: An AI layer on DigiLocker would interact with API Setu (service discovery), UMANG (service delivery), and potentially UPI (payment for services triggered by document verification). The seven DPI layers are increasingly composable, and agentic AI could be the glue that makes the composition seamless.
