1. UPI Growth Slows as Cash Usage Quickens — MDR Debate Heats Up (L2 — Payments)

The Parliament-passed Taxation and Other Laws (Amendment) Bill, 2026 has opened the door for a Merchant Discount Rate (MDR) on UPI transactions — a first since the platform was launched in 2016. While the government insists consumer-facing transactions will stay free, the Bill creates legal room to levy charges on select high-value merchant payments (potentially above ₹2,000).

The timing is notable. An analysis by The Hindu published on August 15 reveals that UPI value growth has been decelerating for five consecutive years — from 105% in 2021-22 to 20.3% in 2025-26, and further to 18.7% in the April–August 2026 period. Meanwhile, currency with the public surged 13% year-on-year to ₹41.8 lakh crore as of July 31, 2026 — up from 4% growth in 2023-24. Cash, it appears, is staging a quiet comeback.

Former Chief Statistician Pronab Sen points out that the simultaneous expansion of both cash and digital transactions suggests inflation may be understated in official data (July CPI: 4.45%). The government has allocated ₹2,000 crore in Budget 2026-27 for UPI incentives, but the debate over who ultimately pays — banks, merchants, or consumers — is far from settled.

2. UPI Processes Record 23.66 Billion Transactions in July — PhonePe Widens Lead (L2 — Payments)

3. Independence Day: Bhashini AI Translates PM’s Speech in 22 Languages; 10 Million Youth AI Training Announced (L7 — Trust / Cross-Cutting)

On India’s 80th Independence Day, PM Modi’s Red Fort address was translated in real-time into 22 Indian languages using Bhashini, the open-source AI platform developed under MeitY by AI4Bharat (IIT Madras). The Bhashini pipeline chains Automatic Speech Recognition (IndicConformer), Neural Machine Translation, and Text-to-Speech output — a demonstration of India’s growing sovereign AI capability layered on top of its digital infrastructure.

4. India’s Cybercrime Crackdown Intensifies: 3,718 Apps Blocked, 15.75 Lakh SIMs Cancelled (L7 — Trust)

The Ministry of Home Affairs’ cybercrime crackdown — led by the Indian Cyber Crime Coordination Centre (I4C) — has intensified significantly. Updated figures shared during Independence Day coverage show the government has:

5. GeM Crosses ₹18.4 Lakh Crore Cumulative GMV; ONDC Connects 20 Crore Buyers (L4 — Commerce)
