TRAI Signs Cooperation Pact with Singapore’s IMDA; Starlink Reapplies for India Entry

TRAI and Singapore’s Infocomm Media Development Authority (IMDA) exchanged a Letter of Intent on August 21 to deepen cooperation in telecommunications and broadcasting regulation. The LoI, witnessed during the fourth India-Singapore ministerial roundtable in New Delhi, will facilitate knowledge exchange on regulatory experience, quality-of-service frameworks, and emerging areas like satellite spectrum management. 1

The same day, Elon Musk publicly pitched Starlink as a solution for India’s “least served” rural communities, confirming that SpaceX has resubmitted an application to IN-SPACe for its Gen 2 constellation — covering nearly 30,000 satellites at 340–615 km altitude, with direct-to-device (D2D) capabilities. 2 The reapplied bid lands as TRAI’s August 5 consultation paper on quality of service standards — proposing 98% coverage-map accuracy mandates — remains open for comments until August 26. India’s rural internet subscription density stands at just 48.31 per 100 people, compared to 126.80 in urban areas, according to TRAI’s own June 2026 data.

83% of Mobile Users Report UPI Disruption as TRAI’s QoS Consultation Nears Deadline

A LocalCircles survey released this week found that 8 in 10 mobile internet users in India experience disruptions in digital payments due to poor network connectivity. The findings carry direct implications for NPCI, RBI, and TRAI as UPI processes a record 23.66 billion transactions worth ₹29.88 lakh crore monthly (July 2026 data). 3 UPI now accounts for 81% of all retail digital payments in the country.

The survey lands amid TRAI’s open consultation on sweeping amendments to the Standards of Quality of Service Regulations, 2024. Industry participants at a MediaNama roundtable on August 12 stressed that the regulator should prioritise building the long-promised consent framework for commercial communications, separate spam from scam in policy design, and extend anti-spam protections to WhatsApp and RCS messaging — areas where current rules do not reach. 4

Indian Express Revives Zero-MDR Argument as Selective UPI Charges Gain Legislative Backing

The Indian Express published an opinion column renewing the argument for keeping UPI transactions free for consumers and merchants, proposing that the system be funded from the fiscal savings it generates rather than through merchant discount rates. The column comes weeks after the Taxation and Other Laws (Amendment) Bill, 2026 reopened the MDR debate by laying the legislative groundwork for selective merchant charges. 5

A PRNewswire release from CARD91 on August 21 flagged that any selective MDR framework will require reliable merchant intelligence — accurate verification, consistent classification, and ongoing risk visibility — to protect legitimate businesses from misapplication. At 23.66 billion monthly transactions, even small classification errors at scale could create significant operational complexity for financial institutions.

NeGD Pushes Digital India Outreach; Cybersecurity Workshops with ASCI

The National e-Governance Division (NeGD) under MeitY held a Digital India Talk Show at University of Calcutta on August 21, continuing its university outreach programme covering DigiLocker, Entity Locker, API Setu, UMANG, and cybersecurity awareness. 6

Separately, NeGD in collaboration with the Advertising Standards Council of India (ASCI) conducted a “Building a Cyber-Ready Government” workshop in Hyderabad from August 7–15, focusing on cybersecurity readiness for government digital platforms. DigiLocker, Entity Locker, and other national digital platforms were central to the sessions. 7

With the DPDP Act’s Consent Manager registration framework set to become operational on November 13, 2026, compliance advisory firms are flagging that 83% of organisations have not yet begun comprehensive implementation. The Data Protection Board of India, established in November 2025, is expected to transition from awareness-building toward active enforcement after November 2026. Full substantive compliance — including consent systems, breach notification protocols, and children’s data protections — becomes mandatory on May 13, 2027. Only India-incorporated entities with a minimum ₹2 crore net worth will qualify to register as Consent Managers, excluding foreign platforms from operating as registered intermediaries. 8
