L1: Digital India Completes 11 Years; e-Shram Portal Turns Five

Prime Minister Narendra Modi marked 11 years of the Digital India programme on August 28, describing it as the cornerstone of a “developed India” — a digital governance framework that has evolved from connectivity rollout to a layered DPI stack.

The anniversary coincided with a structurally significant milestone: the e-Shram portal completed five years on August 26. Built by the National Informatics Centre, e-Shram is India’s first Aadhaar-authenticated National Database of Unorganised Workers. It assigns every registered worker a 12-digit Universal Account Number (UAN), layering L1 identity infrastructure directly onto social security delivery. The platform covers agricultural labourers, construction workers, domestic workers, gig workers, and street vendors — enabling welfare-scheme convergence and benefit portability across states. Five years in, it underscores how Aadhaar authentication has moved beyond simple KYC into programme administration for India’s vast informal economy.

L2: Allahabad HC Notices RBI, NPCI on UPI “Accept/Decline” Plea

The Allahabad High Court (Lucknow Bench) issued notices to the RBI and NPCI on a PIL seeking an “accept or decline” option for incoming electronic payments. A Division Bench of Justice Rajan Roy and Justice Manjive Shukla heard the petition filed by advocate Anupriya Agarwal on August 24. The Union Ministry of Finance is also a respondent.

The case targets a real friction point: UPI’s instant push architecture means money lands before the recipient can object. For fraud victims — where suspicious credits are used to implicate innocent account holders — the absence of a consent gate is a genuine vulnerability. If the court mandates an accept/decline layer, it would be the most significant product-level change to UPI since the introduction of the 4-hour reversal window.

Separately, digital payments to merchants rose 19.6% year-on-year to approximately ₹11.7 trillion in July 2026, reflecting sustained merchant onboarding and consumption momentum.

L5: BRICS Digital Agriculture Network; ABDM Crosses 110 Crore Health Records

India’s 2026 BRICS chairship has produced 20 major initiatives, and two are directly relevant to the DPI stack. A BRICS Network on Digital Agriculture will leverage AI, geospatial technology, and digital infrastructure to promote data-driven farming across member nations — effectively exporting India’s AgriStack model to a multilateral framework. Member countries also agreed on a Network of Centres of Excellence on Agro-Ecology and Regenerative Agriculture, complementing the technology-first approach with ecological sustainability.

On the health stack, the Ayushman Bharat Digital Mission has digitally linked over 110 crore health records as of August 12. Women hold 49.72% of ABHA accounts. Over 45.5 crore Ayushman cards have been created under AB-PMJAY, with 22.48 crore issued to women and more than 5.25 crore hospital admissions being of women — making gender equity a measurable outcome of the digital health stack.

L6/L7: DPDP Compliance Push, PM KUSUM Digital Platform, CERT-In State Exercise

Cabinet Secretary T.V. Somanathan has directed all central ministries and state governments to expedite compliance with the Digital Personal Data Protection Act, signalling impatience with the pace of institutional readiness. The directive targets both Union and state-level data fiduciaries, reminding them that the Act’s obligations are not optional.

SECI has floated a tender for a National PM KUSUM Digital Platform covering design, development, deployment, migration, integration, monitoring, and five-year O&M. The platform will digitise the entire PM-KUSUM solar pump subsidy lifecycle — from farmer registration to installation verification and subsidy disbursement — moving a ₹75,000 crore programme from paper-based processing to a managed digital workflow.

CERT-In Director General Sanjay Bahl led a two-day cybersecurity capacity-building exercise at the Meghalaya Assembly, focused on strengthening state-level cyber readiness. The event comes amid the Union government’s broader push to decentralise cybersecurity capabilities to state legislatures and departments.
