DPI Brief — September 06, 2026
The past 24 hours saw movement across six of the seven DPI layers: UPI set a fresh all-time volume record for August, UIDAI’s paperless verification framework found its first education-board adopter, DigiLocker became compulsory infrastructure for a national exam, a listed PSU disclosed a probable breach flagged by CERT-In, and the health and agri-DPI stacks logged fresh milestones.
1. UPI Logs Record 24.51 Billion Transactions in August (L2: Payments)
NPCI’s monthly data shows Unified Payments Interface processing a record 24.51 billion transactions in August 2026 — the first time volumes crossed the 24-billion mark, up 3.6% from July’s 23.66 billion and 22% year-on-year. Value stood at ₹29.8 lakh crore, a whisker below the all-time high of ₹29.9 lakh crore set in May and July. A decade after launch, the ecosystem now spans 741 live banks.
Two distribution stories stand out. PhonePe’s UPI 123PAY integration on Lava feature phones brings internet-free payments to basic handsets — the A7 Torch (2026) ships first, with the A2 Smart following by September-end. On the international front, Uzbekistan went live on August 30 as UPI’s eleventh market, joining Bhutan, Nepal, Singapore, UAE, France, Sri Lanka, Mauritius, Qatar, Cambodia and Greece — though cross-border volumes (14.86 lakh in FY26, nearly double FY25) remain under 0.01% of total transactions. Global ambition is real; domestic scale is still the story.
2. Punjab School Education Board First to Adopt UIDAI’s Offline Verification Framework (L1: Identity)
The Punjab School Education Board has become India’s first education board to onboard UIDAI’s Offline Verification Seeking Entity (OVSE) framework, enabling consent-based, paperless identity verification for admissions and examinations. Under the OVSE framework, authorised entities verify Aadhaar Verifiable Credentials that the holder shares via the Aadhaar App — fully or selectively, with explicit consent — and crucially, verification happens locally without querying UIDAI’s central identities database. The Aadhaar App has crossed 5 crore downloads. For consumers, this attacks the photocopy economy: fewer physical Aadhaar copies circulating means fewer documents to leak, and selective sharing means a school exam board no longer needs your full demographics.
3. DigiLocker Becomes a Mandatory Verification Rail (L3: Documents)
DigiLocker graduated from convenience to compulsion on two national fronts this week. IIT Madras has made DigiLocker-based verification mandatory for all Indian candidates registering for GATE 2027 — applicant details are fetched directly from DigiLocker, with the registration window open until September 27. Separately, India Post’s recruitment for 23,757 Gramin Dak Sevak posts will verify educational documents through DigiLocker or API Setu. The state exam-and-jobs complex routing identity through DigiLocker is a quiet but consequential default: when lakhs of candidates must maintain verified document lockers, DigiLocker’s accuracy and grievance-redressal become consumer-protection issues, not just features.
4. ABDM Nears 94 Crore ABHA IDs; AgriStack Incentives Flow (L5: Sectoral)
Reviewing the mission’s progress, Health Minister J.P. Nadda said ABDM has emerged as one of the world’s largest digital health ecosystems with over 93.95 crore ABHA IDs, 105 crore linked health records, 5.33 lakh registered facilities and 9.85 lakh professionals. The Mission Steering Group flagged the familiar sticking points: private-sector participation and state-level implementation — visible in Haryana, where 97.9% of targeted government facilities are onboarded while private adoption lags. In agriculture, the Centre sanctioned Telangana a ₹175 crore AgriStack incentive for completing its AgriStack-based fertiliser distribution milestone, taking the state’s total to ₹599 crore, and deployed a real-time fertiliser tracking tool linked with iFMS and AgriStack to detect shortages and curb leakages.
5. GeM at Ten: ₹4 Lakh Crore FY26 GMV, GeM 2.0 Takes Shape (L4: Commerce)
The Government e-Marketplace, marking its tenth year, has crossed ₹4 lakh crore in GMV within the first ten months of FY26, against cumulative procurement of over ₹15 lakh crore; Uttar Pradesh alone has crossed ₹1 lakh crore in GeM procurement. GeM officials are now socialising “GeM 2.0” — new bidding features discussed with large PSU buyers like DVC on September 2. The export story continues too: Indonesia’s ION, built on the ONDC blueprint with diplomatic backing from the July Modi-Prabowo pacts, has incorporated as a sovereign digital commerce DPI — early validation that India’s open-network template is becoming exportable public infrastructure.
6. Trust Layer: PSU Breach Disclosure After CERT-In Alert (L7: Trust)
Gujarat Mineral Development Corporation informed stock exchanges on September 4 of a probable data breach following a CERT-In alert on its website, with core operations unaffected. The disclosure is noteworthy as an artefact of the new compliance clocks — CERT-In’s six-hour incident reporting window and the DPDP Rules’ 72-hour intimation to the Data Protection Board — now visibly shaping listed-PSU behaviour. With the BRICS Summit in Delhi on September 12–13, agencies are building a larger digital shield; the G20 benchmark — 16 lakh attack attempts per minute on the summit site, contained by I4C, CERT-In and NIC — sets the threat bar.
Quick Takes
- Governance (L6): Nagaland is set to clear its Right to Public Services Bill 2026 — time-bound service delivery backed by a ₹5,000 penalty cap; whether the cap deters official delay is the open question.
- Governance (L6): A RINL union has escalated to the PMO over a CPGRAMS response it calls “irresponsible” in the ongoing Aadhaar-blocking row — grievance redressal quality under scrutiny.
- Telecom (L7): Insurers continue migrating to TRAI-mandated 1600-series numbers for service calls, part of the ongoing UCC/spam crackdown.
