DPI Brief — September 17, 2026

1. UPI’s zero-fee era ends for large merchant payments (Payments)

The biggest payments story of the week crystallised into its final shape: NPCI’s detailed circular of September 15, following the government’s September 14 notification, sets a 0.4% merchant discount rate (MDR) on person-to-merchant UPI transactions above ₹2,000, effective October 15, 2026. 1 The framework’s fine print matters as much as the headline number: P2P transfers stay free at any value; transactions up to ₹2,000 on UPI and RuPay debit cards are exempt; merchants receiving up to ₹1 lakh per month via UPI QR — the small-vendor backbone — pay nothing; and high-value payments of ₹75,000 and above are capped at ₹300 per transaction. 2 Sector-specific flat fees apply too: railways, telecom, insurance, fuel and agriculture-input payments above ₹2,000 attract a flat ₹5, while capital-market transactions (mutual funds, share purchases) get a concessional 0.02% capped at ₹300. 3 NPCI has explicitly kept credit-linked UPI (RuPay credit cards, pre-sanctioned credit lines) outside this framework and barred UPI apps from charging any platform fee of their own. 4 A dedicated small-merchant fund seeded with 5% of MDR collections is to be finalised with the RBI within three months. 2 The context is scale: UPI processed a record 24.51 billion transactions worth ₹29.82 lakh crore in August. 5 Consumer-watch questions remain open — trader bodies warn the fee could push festive-season buyers back to cash, 6 and the opposition argues price pass-through is inevitable while the government insists MDR is not a consumer charge. 7

2. Aadhaar app crosses 4 crore downloads; school biometric saturation completed (Identity)

MeitY-linked reporting flags two identity-layer milestones. The Aadhaar app has crossed 40 million (4 crore) downloads, which the government frames as evidence of growing trust in digital-first identity services. 8 Separately, UIDAI has completed biometric updates for 1.2 crore students across more than 1.03 lakh schools, a saturation drive that keeps children’s Aadhaar data current as they age past the point where enrolment-time biometrics expire. 9 Both numbers matter for the identity layer’s core promise: authentication that works reliably at every life stage, not just at enrolment.

3. ONDC courts tourism with Visa; GeM registrations climb in UP (Commerce)

ONDC signed an exploration agreement with Visa to position the open network as India’s digital infrastructure for tourism discovery — itineraries, experiences and local businesses surfaced through Visa’s trusted-discovery layer, with both sides pointing to SME participation as the prize. 10 On the procurement side, official data released Tuesday shows Uttar Pradesh added over 1 lakh new seller firms on GeM in a year, taking the state to 7.86 lakh registered firms by March 31, 2026 — a 15% rise, with growth across MSE, women-owned, SC-ST and startup categories under the state’s 2024 procurement policy. 11

Legal analysis published this week highlights a structural wrinkle in the DPDP Rules, 2025: India will run two consent-intermediary regimes on the same architecture — RBI-licensed NBFC-Account Aggregators for financial data and DPDP Consent Managers for all personal data — with different regulators, different thresholds (₹2 crore net owned funds vs ₹2 crore net worth) and different storage rules. 12 The sharper governance gap: the Data Protection Board of India was constituted on November 13, 2025, but its chairperson and members are yet to be appointed, meaning the consent-manager registration regime has no functional referee. For a trust layer that everything else — UPI’s data flows, DigiLocker, ABHA — leans on, an unstaffed regulator is the single biggest implementation risk.

5. Bhu-Aadhaar guidelines issued; ABDM’s paperless health push continues (Sectoral)

The government has issued guidelines for DILRMP 3.0, the land-records modernisation programme that will assign a 14-digit unique ID (Bhu-Aadhaar) to every land parcel — aimed at clean titles, dispute reduction and credit access. 13 In health, a government feature marking ABDM’s fifth anniversary outlines the push toward paperless health records, with ABHA IDs and scan-and-share workflows reducing queue times in public hospitals. 14

The throughline: the DPI stack is entering its monetisation-and-accountability phase. UPI gets a revenue model, land gets unique IDs, and the trust layer’s regulator remains the unfinished piece of the puzzle.
