DPI Brief — September 18, 2026

1. Government goes on the offensive over UPI MDR, framing it as sovereignty (Payments)

With merchant reaction and opposition criticism still building after NPCI’s September 15 circular, the Department of Financial Services spent Thursday (September 17) pushing back on the charge that the new merchant discount rate was introduced under foreign pressure, calling such claims “patently false and misleading.” 1 In a point-by-point statement, DFS noted that the same NPCI circular restricts UPI credit transactions to RuPay credit cards alone — leaving foreign card networks no entry point — and framed the MDR as pro-domestic competition: the fee creates a “self-sustaining revenue model” that lets smaller Indian payment companies compete for share against the dominant apps. 2 The defence lands on fine print already on record: 0.4% MDR on person-to-merchant UPI transactions above ₹2,000 from October 15, with P2P transfers, small vendors, and payments up to ₹2,000 on UPI and RuPay debit cards exempt, and 5% of MDR collections routed to a small-merchant acceptance fund. 3 Legal commentary has connected the dots to the September 14 Finance Ministry notification under the amended Section 10A of the Payment and Settlement Systems Act, which guarantees charge-free UPI and RuPay debit payments up to ₹2,000 — the consumer-side shield paired with the merchant-side fee. 4 What remains untested is behaviour: the government says it does not expect a shift back to cash; trader bodies disagree.

2. Aadhaar’s foreign-vendor contracts back in court (Identity)

The Karnataka High Court has sought the Union government’s response to a plea seeking restoration of a public interest litigation challenging UIDAI’s contracts with foreign private companies for Aadhaar biometric technology, filed by an 82-year-old retired Army officer and defence missile scientist who argues that outsourcing core biometric capture and matching poses a national-security risk. 5 When the matter was taken up Thursday, central government counsel sought time to file objections to the restoration application; the division bench has listed the case for October 10, 2026. 5 The underlying question — what biometric data, code and matching infrastructure actually reside with foreign vendors — has never been squarely answered in the decade since the contracts were signed, and this restoration fight decides whether it gets a full hearing.

3. Cabinet disbands the Digital Communications Commission (Trust)

The Union Cabinet has approved winding up the Digital Communications Commission, the 37-year-old policymaking body (created as the Telecom Commission in 1989, renamed in 2018) that steers telecom policy inside the government — days after the DCC cleared most of TRAI’s recommendations on satellite spectrum allocation. 6 7 The restructuring lands in a busy week for the trust layer: TRAI imposed a ₹2 lakh quality-of-service disincentive on Vodafone Idea 8 and ₹16.7 lakh on MTNL, orders both companies disclosed to exchanges this week. Rewiring who advises the government on telecom — just as satcom licensing opens — makes it worth watching how accountability for spectrum decisions and network quality gets redistributed.

4. ONDC’s logistics lane widens (Commerce)

EV fleet operator Bounce has partnered with ONDC to put its electric two-wheeler fleet on the open network’s logistics side, giving merchants on the network access to Bounce Task’s delivery fleet in the 150+ cities where 50+ hyperlocal logistics service providers already operate. 9 It is a small plug-in to ONDC’s less-glamorous half — open logistics rather than retail — and follows the Visa collaboration announced at Global Fintech Fest, which is examining how the network’s discovery infrastructure could surface tourism itineraries, destinations and local businesses for travellers. 10

5. Pendency and grievances: the governance layer’s quiet day (Governance)

Two governance-layer items rounded out the day. The Ministry of Power launched “Special Campaign 6.0” to institutionalise swachhata and minimise pendency in government offices — the annual records-cleaning drive that leans on eOffice disposal workflows. 11 And NABARD’s annual report shows centralised complaint management for rural cooperative banks running through CPGRAMS since April 2025, with 1,520 complaints against supervised entities in FY2026 and its NIVARAN portal now live at 93 rural cooperative banks. 12 The accountability angle was sharpened by a Times of India investigation that used a CPGRAMS grievance to expose a ₹1 crore hospital lab system at Delhi’s RML Hospital that has never generated a patient report two years after installation — the procurement digitalised, the delivery not. 13

The throughline: India’s DPI second decade is being litigated as much as launched. The MDR faces its court of public opinion with a sovereignty defence, Aadhaar’s vendor model returns to the High Court, and the institutions that steer the stack — the DCC disbanded, the Data Protection Board still unstaffed — are being restructured faster than their replacements are visible.
