DPI Brief — September 22, 2026
MDR pushback begins: Madhya Pradesh’s 4,700 petrol pumps will refuse UPI above ₹2,000 (L2 — Payments). The new UPI Merchant Discount Rate framework’s first consumer-facing fracture has appeared in fuel retail. The Madhya Pradesh Petroleum Dealers Association has announced that its ~4,700 members will stop accepting UPI payments above ₹2,000 from October 16 — a day after the 0.4% MDR takes effect — arguing that thin fuel-retail margins cannot absorb the charge. Association president Ajay Singh told ANI each pump handles roughly 100 daily transactions above ₹2,000, a hit of about ₹590 per day, or ₹17,700 a month and ₹8.17 crore statewide annually. Debit and credit cards stay available, and the association has asked the government to extend to UPI the MDR exemption fuel retailers already enjoy on cards.
The economics critique is widening beyond one state. Former NITI Aayog vice-chairman Rajiv Kumar warned the levy “could reverse digital payments gains” and push users back to cash. Legal analysis is surfacing a second-order effect the government’s messaging skipped: since Notification S.O. 5067(E) protects only RuPay debit and UPI up to ₹2,000, UPI-based loan EMIs — where the lender is the payee — may now attract MDR, with the ₹300 cap applying per EMI transaction rather than per loan. One carve-out is designed to keep money in markets: payments to mutual funds, securities brokers and dealers carry a reduced 0.02% MDR, capped at ₹300. Compliance trackers also report NPCI has issued a consolidated UPI circular restating the ecosystem’s rules in a single document dated September 18.
The LPG eKYC cliff gets sharper: no 14.2 kg refills for non-verified households (L1 — Identity). The petroleum ministry has clarified the consequences of missing the October 1 Biometric Aadhaar Authentication deadline: households that skip eKYC will not merely forgo the subsidy — they will be supplied only 5 kg or 10 kg refills at market prices, with the standard 14.2 kg cylinder off the table. Since 5 and 10 kg cylinders are free-trade products priced like commercial LPG, non-verified households end up paying more for less gas. Roughly 89.9% of households have completed e-KYC after seven deadline extensions between June 30 and September 14. The squeeze is two-sided: the same distributor network now plans to approach the government over the MDR it faces on large-value cylinder payments — identity verification and payment fees converging on one supply chain in the same fortnight. Meanwhile, the central KYC registry’s own upgrade got more lab time: CKYCRR 2.0’s pilot-testing period is extended to October 5.
GATE 2027 makes DigiLocker the mandatory front door to India’s biggest exam (L3 — Documents). IIT Madras has made DigiLocker registration mandatory for Indian nationals applying to GATE 2027, with the no-late-fee window closing September 27 — meaning lakhs of candidates must hold a locker account to sit one of the country’s largest examinations. Adoption at this scale exposes the friction: a wave of “DigiLocker verification failed” complaints has produced official fixes (grant the folder-consent, create a GATE2027 folder, keep name/DOB/mobile/email/photo/address and verified ID current). IIT Madras has since allowed unverified DigiLocker accounts to proceed with a default ID proof, with documents verified after the window closes. The exam becomes DigiLocker’s largest single forced-onboarding event yet — a stress test of verification capacity arriving exactly at the deadline.
ONDC’s open logistics network adds an EV fleet (L4 — Commerce). Electric mobility company Bounce has joined ONDC’s Open Delivery Protocol, putting its EV fleet onto the open logistics network for last-mile delivery. The protocol’s pitch is integration-once-serve-many: merchants reach multiple logistics providers through a single connection instead of one-on-one integrations, while small fleet owners compete for demand alongside national players. ONDC says the logistics network now counts 50+ logistics service providers, 60,000+ merchants, 150,000+ delivery partners and 12,000+ daily deliveries. As platform-versus-agent standoffs play out abroad, open rails like ODP are quietly becoming India’s answer to who gets to intermediate commerce.
ABHA’s app wall: who gets left behind at the hospital gate (L5 — Sectoral). A Times of India ground report on digital-first hospital queues documents the human cost of token generation moving to apps: patients without smartphones or reliable networks arrive around midnight to hold a physical place in line because they cannot generate a digital token, while app users register from home around 5 am. The report lands the same week the National Health Authority concluded its Chintan Shivir charting Ayushman Bharat’s next phase around digital adoption and financial sustainability — with over 43.5 crore Ayushman cards issued. The gap between enrollment scale and last-mile access is the mission’s live stress point.
Week ahead: the LPG Aadhaar gate (October 1) and UPI’s MDR switch (October 15) are now nine and twenty-three days out; GATE’s DigiLocker deadline is five.
