DPI Brief — October 09, 2026
Coverage window: 8 October 2026, 08:00–9 October 2026, 08:00 IST.
Three developments stand out in this scan: a possible delay to the planned UPI merchant fee, a GST Council proposal to make interstate e-commerce registration easier for small sellers, and a new round of Bharat 6G Alliance security and standards work. The first remains unconfirmed; the latter two are official announcements, but neither turns a policy recommendation or research paper into an already-live service.
1. UPI merchant-fee start date is in question, not yet changed
NPCI’s MDR FAQ sets a 0.4% merchant discount rate on eligible person-to-merchant UPI payments above ₹2,000, capped at ₹300 for payments of ₹75,000 or more, with the framework scheduled to take effect on 15 October. That is the published baseline—not a charge on every UPI transfer.
On 8 October, media reports said NPCI and the payments industry were considering a deferment after merchant groups objected to the timing and sought more clarity. CNBC-TV18’s report described a possible delay by a few months, while the decision remained pending. At this brief’s 08:00 IST cutoff on 9 October, no revised effective date had been confirmed in the sources checked. Merchants should therefore distinguish a proposal from a circular: do not treat a postponement as settled until NPCI formally publishes it. The practical question is not only who bears the merchant-side cost, but whether small sellers can identify which transactions and merchant categories qualify before billing systems change.
2. GST Council proposes a simpler route for small marketplace sellers
The 57th GST Council recommendations, posted by PIB on 8 October, include a proposed automatic registration route for small suppliers selling goods through electronic commerce operators in states where they have no physical presence. The seller would declare the marketplace operator’s warehouse in that state as its principal place of business and intend to pass on no more than ₹2.5 lakh in input tax credit per month, excluding stock transfers between distinct persons. The recommendation calls for a new Rule 14B; it is not an immediate change in law or a currently available registration option.
If implemented as described, this could reduce the need for a small seller to establish premises in every state it wants to serve through an online marketplace. That is an L4 commerce development with an L6 governance layer: access depends on a shared digital tax-registration process, and its value will depend on clear eligibility checks, predictable approvals, and a usable portal. The release also proposes wider portal automation for GST amendments and cancellations. These are recommendations, not evidence that the system has already been updated. The next verification point is the rule notification and the actual registration workflow—not the Council’s announcement alone.
3. Bharat 6G Alliance puts security on its research agenda
At the 3rd International Bharat 6G Symposium, the alliance announced five new MoUs and released nine working-group papers on 8 October. One paper specifically addresses security for 6G; others cover spectrum readiness, fixed wireless access, optical technologies, non-public networks, sustainability, and cellular–Wi-Fi integration. A joint progress report also reviews one year of work under the New Delhi 6G Declaration, whose stated principles include secure, resilient, open, interoperable, inclusive, and sustainable networks.
This is an L7-adjacent trust and connectivity signal, not a new consumer telecom service or a security certification. The official release records research and cooperation, not proof that the proposed safeguards have been tested or adopted in production. Its significance is agenda-setting: security is being treated as part of network design alongside standards, spectrum, and deployment. Future claims should be checked against the papers themselves, trial results, and the eventual standards and procurement choices.
