DPI Brief — October 14, 2026
Coverage window: 13 October 2026, 08:00–14 October 2026, 08:00 IST.
The strongest signals today are a changed UPI fee timetable, a UIDAI clarification affecting what appears on Aadhaar, and fresh public evidence on telecom quality and grievance redressal. These are different kinds of updates: a payment-policy decision, an identity-service instruction, a regulator’s field measurements and one reported complaint outcome. None, on its own, demonstrates a system-wide improvement.
1. NPCI moves selected UPI merchant MDR to after Diwali
NPCI’s 13 October announcement says its UPI and Services Steering Committee decided that MDR on select person-to-merchant UPI transactions will be implemented “immediately post Diwali”, with the specific date to be notified separately. That supersedes the previously stated 15 October start in NPCI’s MDR FAQ. The notice does not say the fee framework has been cancelled, nor does it give a replacement date; merchants and payment providers should wait for the formal date and operational instructions rather than treating “post Diwali” as a complete implementation schedule.
NPCI’s separate 12 October statistics card records 839.24 million UPI transactions worth ₹1,11,052.18 crore that day, and 10,132.50 million transactions worth ₹13,21,226.19 crore month-to-date. NPCI says its UPI totals exclude Credit Card on UPI and Credit Line on UPI. These numbers show scale, not reliability or the distribution of any MDR cost: they do not report failed attempts, reversals, fraud losses or how merchant classes will be affected.
2. UIDAI explains the C/O display change and address-update route
UIDAI said C/O details are no longer visible on Aadhaar and directed people seeking to add a relationship name to the Head of Family (HoF)-based address-update route. Its post says the HoF’s Aadhaar must be active to accept the change. UIDAI’s current HoF guidance describes this as an option for people without address proof in their own name who live at the same address as a family member, with that HoF’s consent. The practical distinction matters: a display change is not the same as a change to the underlying address, and the applicant should check the portal’s accepted relationship and proof-of-relationship requirements before submitting a request.
3. TRAI releases Thrissur mobile-network test findings
TRAI’s 13 October post and infographic report findings from an independent drive test conducted across Thrissur district on 21–24 July—not a test newly conducted this week. The graphic gives average download speeds of 328.12 Mbps for Jio, 145.43 Mbps for Airtel, 44.52 Mbps for Vi and 7.92 Mbps for BSNL. It also reports 17 dropped calls among 359 successfully established BSNL calls, compared with zero among 347 Airtel, 348 Jio and 344 Vi calls. The route covered 297.9 km of city driving, 180.4 km of highway and ten hotspot locations, plus a 5.9 km walk test. These are measured samples, not a guarantee of an individual’s indoor or day-to-day experience; the TRAI IDT report index is the place to check the underlying reports and methodology.
4. CPGRAMS highlights an ESIC login complaint resolved in 15 days
DARPG’s case summary says CPGRAMS helped resolve a persistent password error that blocked access to an employer’s ESIC account. The department says authorities contacted the complainant, fixed the issue within 15 days of filing and provided the requested ESIC registration certificate. This is a useful example of grievance escalation for a broken public-service login, but it is one department-reported case—not an average resolution time, an independent audit or evidence that similar complaints are routinely settled within 15 days.
