DPI Brief — November 03, 2026

Top DPI headlines for November 3, 2026 — UPI books tourist tickets abroad, TRAI proposes AI governance rules for telecom networks, the ABHA app hands its 98-crore users to Aarogya Setu 2.0, Assam property deeds land in DigiLocker, and ONDC’s kirana procurement network doubles its retailer base.

[L2 · Payments] UPI goes sightseeing: Burj Khalifa and Singapore attractions now bookable

Indian tourists can now pay for online ticket bookings to Dubai’s Burj Khalifa and Singapore attractions — Universal Studios, the Singapore Oceanarium and Adventure Cove Waterpark at Resorts World Sentosa — using UPI (PTI via ETV Bharat, Livemint). The integrations flow from two NPCI International (NIPL) partnerships: in the UAE (announced July 29) with NEOPAY and Emaar Entertainment — At the Top, Burj Khalifa is the first UAE attraction to take UPI e-commerce — and in Singapore (September 9) with FOMO Pay. UPI now works in 10 countries: Singapore, the UAE, France, Mauritius, Nepal, Bhutan, Qatar, Sri Lanka, Cambodia and Greece, with Uzbekistan queued as the 11th after the commercial agreement announced August 30 during the Prime Minister’s visit. The direction of travel matters more than the tourist anecdotes: with domestic retail saturated, UPI’s growth frontier is acceptance abroad, aimed at the outbound Indian traveller’s wallet. The number to watch in coming quarters is non-P2P international volume, which NIPL has so far not published separately.

[L7 · Trust] TRAI proposes AI governance rules for telecom networks

TRAI released draft Guidelines on Responsible Use of AI in Telecommunication Networks and Provision of Telecommunication Services on October 30, with stakeholder comments due November 27 (The Hindu, Mint, Economic Times). The proposed framework requires operators and authorised entities to: adopt board-approved internal AI policies, filed with TRAI within seven working days of taking effect; classify every AI system as high, medium or low risk based on materiality to network operations and consumer impact; obtain clearance from a designated officer before deployment; stand up AI governance and safety committees led by a senior officer; maintain AI system inventories; and grade AI incidents as critical, high, moderate or low, reporting critical and high-severity ones to the regulator. Crucially, entities stay accountable for AI outcomes even when the system is sourced from third-party vendors. The draft operationalises the India AI Governance Guidelines released in February 2026, and telecom becomes the first sector to get sector-specific AI rules. Two gaps to press in consultation: severity criteria and reporting timelines are not yet defined, and the draft is silent on consequences for non-reporting.

[L5 · Sectoral] ABHA app shuts down; Aarogya Setu 2.0 becomes the front door

The National Health Authority discontinued the standalone ABHA app in the production environment from October 31, advising citizens to migrate to Aarogya Setu 2.0 to keep using ABDM digital health services (Elets eHealth). The scale it consolidates, per the ABDM dashboard as of October 27: over 98.71 crore ABHAs created, more than 126 crore health records linked, about 5.93 lakh verified facilities and 13.8 lakh verified healthcare professionals — with over 70 lakh ABHAs created in October alone. Consolidating two government apps into one citizen entry point makes product sense, but it hands 98 crore users’ health identity to an app that began life as a COVID-19 contact tracer. The test of the migration is whether ABHA creation, record-linking and consent flows hold their growth curve through the switch — private PHR apps on the ABDM network are unaffected, so the dashboard’s October run-rate offers the baseline to judge that by.

[L3 · Documents] Assam property deeds arrive on DigiLocker

Residents of Assam can now access, fetch and verify their Registered Deeds — property registration documents from the Office of the Inspector General of Registration, Assam — directly on DigiLocker (DigiLocker on X, November 1). DigiLocker already carries registered deeds from Dadra & Nagar Haveli and Daman & Diu; Assam brings an entire state land-registration system into the document layer, where a document pulled from the issuing authority into DigiLocker is deemed at par with the physical original. In a state where land-records disputes clog the courts, verified digital deeds reduce the touting economy around registration offices — and every state that comes on board next extends the template. The watch item, as always with the document layer, is issuance quality: a digitised deed is only as good as the registry record behind it.

[L4 · Commerce] DigiDukaan doubles: 21,000 kiranas now buying digitally on ONDC

ONDC’s DigiDukaan — which digitises kirana stores as buyers, not sellers — connected over 21,000 retailers with more than 450 brands across Hyderabad, Jaipur and Mumbai as of September 2026, nearly doubling from about 12,000 the previous quarter (Moneycontrol, DD India, Fortune India). The figures surfaced at a DPIIT–ONDC CEO roundtable chaired by Commerce Minister Piyush Goyal on October 30 with 40+ FMCG leaders, where the ministry pushed a national scale-out: HUL, Marico, Colgate-Palmolive, Emami and Amul participate through their distribution networks, while ITC, Tata Consumer Products and Britannia are at various stages of integration or discussion. Hyderabad leads with 16,000+ onboarded retailers and monthly repeat-order rates of 73–78%; an initial ONDC study found 40% of surveyed retailers holding lower inventory for DigiDukaan-procured products — early evidence the B2B rail moves working capital, not just orders. Against India’s 1.4 crore kiranas, though, 21,000 is a pilot-sized 0.15%.

  • [L7] IT Minister Ashwini Vaishnaw said on October 28 that the government is willing to consider news publishers’ objections to the DPDP framework, as 21 publishers press a Supreme Court challenge arguing the consent rules threaten investigative journalism and source confidentiality (The420.in). The DPDP Act’s main rules take effect from May 2027.
