DPI Brief — October 06, 2026 Coverage window: 5 October 2026, 08:00–6 October 2026, 08:00 IST. Four useful signals emerged from two official releases, chiefly on telecom trust and connectivity. No new, date-stamped announcements surfaced in the sources checked for several of the other DPI layers; this is a quiet-news-day brief, not a reason to recycle older announcements. Four signals to watch 1. Sanchar Saathi passes 30 crore visits The Department of Telecommunications (DoT) says the Sanchar Saathi portal has received more than 30 crore visits since its launch in May 2023. Its services include reporting suspicious calls or messages, checking mobile connections issued in a person’s name, blocking lost phones, verifying handset IMEIs, and checking trusted contact details. The PIB release on the milestone also says app downloads have crossed 2.8 crore. ...

DPI Brief — October 05, 2026 Window covered: 8:00 a.m. IST on October 4 to 8:00 a.m. IST on October 5. The date-matched official record was quiet across most of the seven layers. Three useful signals concern sectoral digital services and pension-grievance handling. Two are ministry accounts of systems built or work already under way—not announcements that those systems launched in this 24-hour window. 1. Cotton procurement: KAPAS Kisan connects farmers to CCI processes A Ministry of Textiles release posted October 4 says the Cotton Corporation of India will showcase its reforms at a Hyderabad event on October 6. The release describes work undertaken over several years, including farmer registration, digital slot booking, direct payments, quality assessment, traceability, cotton sales and stakeholder engagement. Its KAPAS Kisan platform brings together farmer registration, slot booking, procurement-related communication and Aadhaar-enabled payments. ...

DPI Brief — October 04, 2026 Window covered: 8:00 a.m. IST on October 3 to 8:00 a.m. IST on October 4. The strongest newly reported developments sit in rural water governance and digital trust. The first two were reported by the Ministry of Jal Shakti on October 3 about Gandhi Jayanti activities held October 2; the third is a MeitY announcement of a field trial conducted September 27–28. These are government-reported figures and demonstrations, not independent audits. ...

DPI Brief — October 03, 2026 Window covered: 8:00 a.m. IST on October 2 to 8:00 a.m. IST on October 3. The last day brought fresh payment activity data, a merchant protest over an upcoming UPI fee, and a reported DigiLocker procurement process. No comparable, date-matched official launch surfaced across the other core DPI layers. 1. UPI’s first half grew 27%; September’s monthly dip needs context A PTI report published by The Hindu late on October 2, citing data released by NPCI, puts UPI volume at about 145 billion transactions in April–September, up 27% from 114 billion in the same period a year earlier. September alone recorded 24.07 billion transactions, 1.7% below August’s 24.5 billion. But September had one fewer day: the report says daily transactions averaged 802 million, against 791 million in August. The monthly total fell; average daily use did not. NPCI’s UPI product-statistics page is the primary series for tracking the next release. ...

DPI Brief — October 02, 2026 Window covered: 8:00 a.m. IST on October 1 to 8:00 a.m. IST on October 2. The clearest signals were fresh UPI activity data and a set of pension-service launches on NPS Diwas. The pension initiatives are downstream applications of digital rails, not new core DPI infrastructure. 1. UPI: September set a daily-use record, despite a smaller monthly total NPCI’s September figures, reported on October 1, show 24.07 billion transactions worth ₹29.37 trillion. Monthly volume was 1.8% below August’s 24.51 billion, but September had 30 days against August’s 31: average daily use rose to a record 802 million payments, worth ₹97,913 crore a day. Year on year, volume grew 23% and value 18%, according to Business Standard’s report of NPCI data; NPCI publishes the underlying series on its UPI statistics page. ...

DPI Brief — October 01, 2026 Identity: Aadhaar Day 2026 — face authentication heads to the ration counter UIDAI marked the 17th Aadhaar Day with its ‘Aadhaar Samvaad’ stakeholders’ conference in Kolkata on September 29 — over 600 policymakers, industry leaders and technocrats, with Minister of State for Electronics & IT Jitin Prasada as chief guest — and launched five initiatives (PIB). The most consequential is Face Authentication for ePDS, jointly undertaken by UIDAI, the Department of Food and Public Distribution and NIC: a consent-based, contactless verification mode for ration beneficiaries, built for exactly the situations where fingerprint scans fail. States and Union Territories can now integrate it into their ePDS systems — if uptake follows, this quietly re-engineers the last mile of PDS identity verification at national scale. ...

DPI Brief — September 30, 2026 Identity: UIDAI takes its Lucknow-built token system nationwide, as open-source dedup tool Bharat ABIS surfaces UIDAI has rolled out the Token Management System (TMS), conceived and developed by its Lucknow regional office, across the country. Citizens can now book Aadhaar enrolment-and-update appointments free of cost through the UIDAI portal or a QR code and receive a digital token that holds their place in queue, replacing the first-come-first-served crush at enrolment centres (Times of India). It is a small, citizen-visible service-quality upgrade for a layer where physical queues have long been the default interface. ...

DPI Brief — September 29, 2026 Supreme Court won’t halt UPI merchant fees — the October 15 rollout stays on track The biggest development in Indian payments this week came from Court No. 1. On Monday, a Supreme Court bench led by Chief Justice Surya Kant, with Justices Joymalya Bagchi and V. Mohana, declined to stay the Centre’s new Merchant Discount Rate (MDR) framework that will levy a 0.4% charge on specified person-to-merchant UPI transactions above ₹2,000 from October 15. The bench issued notices to the Centre, the RBI and NPCI, giving them four weeks to file counter affidavits in response to a public interest litigation by advocate Anjan Datta, which challenges the September 14 gazette notification (S.O. 5067(E)) and the constitutional validity of the amended Section 10A of the Payment and Settlement Systems Act, 2007 (Financial Express; LiveLaw). ...

DPI Brief — September 28, 2026 The UPI merchant fee reaches the Supreme Court today (L2 — Payments). A bench led by Chief Justice of India Surya Kant, with Justices Joymalya Bagchi and V. Mohana, hears a PIL challenging the Centre’s 0.4% MDR on UPI person-to-merchant transactions above ₹2,000, seventeen days before the levy takes effect on October 15. The petition by advocate Anjan Datta attacks the September 14 notification and the September 15 framework on both process and design: no public consultation, no statutory safeguards, and an unexplained asymmetry — RuPay debit cards keep their “no charge” protection without any monetary ceiling while UPI above ₹2,000 gets levied. It asks the Court to require any future MDR classification to rest on evidence: merchant turnover, MSME status, actual margins, geography and ability to pay — not cliff-edge thresholds. The courtroom challenge lands amid widening street resistance: the All India Mobile Retailers Association has called a “No UPI Day” for October 2, petrol stations across Punjab plan to refuse UPI above ₹2,000 from October 16, and the Centre has ruled out a rollback even as it meets trader bodies. What no official has yet answered is the consumer question: with merchants free to pass the fee on, who actually ends up paying for “free” payments? ...

DPI Brief — September 26, 2026 The Finance Minister draws the MDR line, and the ecosystem starts spending against it (L2 — Payments). With nineteen days to the October 15 switch, Finance Minister Nirmala Sitharaman insisted the 0.4% UPI merchant fee above ₹2,000 is “not a tax, cess or surcharge” and will not burden consumers — the charge is shared among payment ecosystem participants to fund infrastructure and innovation. She reiterated that merchants collecting up to ₹1 lakh a month via UPI QR codes are fully exempt, a carve-out that shields about 96% of all merchant transactions. The exemptions map is now fully drawn: P2P transfers stay free, essential services (railways, telecom, fuel, insurance) attract a flat ₹5 above ₹2,000, and capital-markets payments get a concessional 0.02% capped at ₹300. Meanwhile the commercial response is accelerating: PhonePe will hire over 20,000 frontline staff and deploy 50 lakh payment devices in twelve months, half in rural India, citing a fund that earmarks 5% of MDR collections for small-merchant expansion, and Pine Labs plans 10 lakh devices of its own. The uncomfortable part: at the SBI Banking & Economics Conclave, NPCI chief Dilip Asbe leaned on AI-enabled cyber threats to justify the fee, but did not say how much of the projected ₹13,000–15,000 crore annual collection will actually go to security, or who audits that spend. ...
