At GeM Samvad 2026, the Government e-Marketplace cut transaction charges from 0.50% to 0.30%, doubled the exemption threshold for micro and small enterprises, and capped charges on very large orders — while pointing to a fully wired TReDS network and collateral-free lending as the real working-capital story. ONDC used the Urban Mobility India conference in Bhubaneswar to report 15 transit operators, 24-plus cities and 16.5 million bookings for September 2026, and GeM pushed a storefront of artisan products in front of government buyers. But the week’s sharpest scrutiny came from the layer’s own data: an AI-assisted audit of Madhya Pradesh purchase records that has now fixed accountability on 392 municipal officials and staff, and a documented investigation into how white-labelled Chinese machines can reach government tenders through verification exemptions. Five developments crossed the watchlist across trust, sectoral infrastructure, commerce, payments and governance — led by the news industry’s constitutional challenge to the DPDP Act and a planned AgriStack-based overhaul of fertiliser distribution. 1. News publishers’ DPDP challenge reaches the Supreme Court; Vaishnaw defends the law (L7 — trust) The Digital News Publishers Association, representing 21 news organisations, moved the Supreme Court on 27 October challenging the DPDP Act, 2023 and the DPDP Rules, 2025, and the Court has sought the government’s response. SBI chairman C. S. A financial-inclusion campaign began on 21 October with Aadhaar seeding among several banking-camp tasks; a Bombay High Court order directing UIDAI to hand over one person’s enrolment documents became public on 21 October; a vendor publicised a multilingual Aadhaar chatbot demonstration; and UIDAI’s late-week posts promoted Aadhaar verification, masked Aadhaar and pre-exam record checks. These are four different propositions: an identifier linked to a financial product, a court-authorised disclosure, an AI help interface and user-facing privacy advice. Executive summary This week’s trust story has two sides. CERT-In issued three critical vulnerability notes, including a warning that PHP flaws were already being exploited at scale. Financial regulators reviewed cyber resilience while also looking to scale digital onboarding and data-sharing rails. Separately, government presentations promoted AI-enabled surveillance and a new RBI data-centre and training complex.
