The common story is not that a new portal appeared. It is that government is trying to make administration more measurable and more participatory—while still leaving open the hardest question: can a citizen see what changed after a file, meeting or complaint was marked complete? ...

The last day brought fresh payment activity data, a merchant protest over an upcoming UPI fee, and a reported DigiLocker procurement process. No comparable, date-matched official launch surfaced across the other core DPI layers. 1. UPI’s first half grew 27%; September’s monthly dip needs context A PTI report published by The Hindu late on October 2, citing data released by NPCI, puts UPI volume at about 145 billion transactions in April–September, up 27% from 114 billion in the same period a year earlier. September alone recorded 24.07 billion transactions, 1.7% below August’s 24.5 billion. But September had one fewer day: the report says daily transactions averaged 802 million, against 791 million in August. The monthly total fell; average daily use did not. Monthly volume was 1.8% below August’s 24.51 billion, but September had 30 days against August’s 31: average daily use rose to a record 802 million payments, worth ₹97,913 crore a day. The Ministry of Tourism and ONDC launched a National Digital Tourism Stack that wants 23,000 homestays and experiences discoverable on open rails by 2028. 1 West Bengal ordered every department and subordinate office to buy only through GeM, folding another large state’s procurement into the central marketplace. 2 And Google began testing a Buy button that lets shoppers in India purchase Flipkart products inside Gemini and AI Mode without ever leaving the chat. 3 Meanwhile the compliance clock ran on: the Consumer Protection (E-Commerce) (Amendment) Rules, 2026, notified on September 9, take force on January 1, 2027 — ninety-two days from today. 4 Open networks, mandated rails and agent-mediated checkouts are converging on the same consumer, and this week showed all three in motion. ...

DPI Brief — October 01, 2026 Identity: Aadhaar Day 2026 — face authentication heads to the ration counter UIDAI marked the 17th Aadhaar Day with its ‘Aadhaar Samvaad’ stakeholders’ conference in Kolkata on September 29 — over 600 policymakers, industry leaders and technocrats, with Minister of State for Electronics & IT Jitin Prasada as chief guest — and launched five initiatives (PIB). The most consequential is Face Authentication for ePDS, jointly undertaken by UIDAI, the Department of Food and Public Distribution and NIC: a consent-based, contactless verification mode for ration beneficiaries, built for exactly the situations where fingerprint scans fail. DPI Brief — September 30, 2026 Identity: UIDAI takes its Lucknow-built token system nationwide, as open-source dedup tool Bharat ABIS surfaces UIDAI has rolled out the Token Management System (TMS), conceived and developed by its Lucknow regional office, across the country. Citizens can now book Aadhaar enrolment-and-update appointments free of cost through the UIDAI portal or a QR code and receive a digital token that holds their place in queue, replacing the first-come-first-served crush at enrolment centres (Times of India). It is a small, citizen-visible service-quality upgrade for a layer where physical queues have long been the default interface. ...

DPI Brief — September 29, 2026 Supreme Court won’t halt UPI merchant fees — the October 15 rollout stays on track The biggest development in Indian payments this week came from Court No. 1. On Monday, a Supreme Court bench led by Chief Justice Surya Kant, with Justices Joymalya Bagchi and V. Mohana, declined to stay the Centre’s new Merchant Discount Rate (MDR) framework that will levy a 0.4% charge on specified person-to-merchant UPI transactions above ₹2,000 from October 15. The bench issued notices to the Centre, the RBI and NPCI, giving them four weeks to file counter affidavits in response to a public interest litigation by advocate Anjan Datta, which challenges the September 14 gazette notification (S.O. 5067(E)) and the constitutional validity of the amended Section 10A of the Payment and Settlement Systems Act, 2007 (Financial Express; LiveLaw). ...
